Firstly, Is there a way to properly implement a choice of casting ability without making multiple variants of the same race? I grabbed a few of the updated genasis from MotM for reference, but the spells aren't actually available to be looked at. I assume this isn't currently an option for us to emulate on our end at the moment, but want to check.
Secondly, while I can get a spell to function with a charge for use and at a specified level, I can't seem to work out how to get the spell to be available to cast with spell slots for casters. I have changed the character's level to push the changes from the editor to the sheet, so i know it's not a matter of waiting for it to show up.
The only differences I see between the race spell I have and the feats I've made that function fine are the fact the race doesn't have the ability score chosen and the fact I have it set to unlock at level 3. My current assumption is I have to specify an ability to use before it can show up for use via spell slots, but is that actually the case?
Make a homebrew copy of one of those MMM Genasi races. Take a look at the racial trait that grants the spellcasting. You won't see the spells there, but you'll see 3 Options - Intelligence, Wisdom, Charisma. Under each option, they grant the spells. This is how they've implemented the "choice of spellcasting ability" for races since it was first introduced with the Fairy in Wild Beyond the Witchlight.

Is this for a feat or a race? It can be done with a race (or subclass), but not a feat. To do it with a race you have to set the “Consumes Spell Slots” field to “Yes:”
You cannot do it at the same time you set it to have a number of uses. You would have to add the same spell twice, once with a number of uses, and the second time to use spell slots.

The problem is probably because you haven’t set a spellcasting ability. Certain spells won’t display without having a spellcasting ability designated for them. (I don’t remember if it’s spells with an Attack roll, Save DC, or both.)

You can, yes. You need to create three Options, one for each of the three mental Ability scores, and name them “Intelligence,” “Wisdom,” and “Charisma.” Then you attach the spells to each of the Options.
