Okay, so I've spent all day looking for a topic like this, what if you wanted to add a piece of Jewelry or more specifically in my case I'm trying to add a coin that could sit in your inventory not have to take up an attunement slot or have to be worn in place of something else that could give you a benefits such as an extra feat, skill, expertise or proficiency of choice once in your inventory. Now I don't think I could have one item that could have the option to give you one of all of those things but I could easily see making multiples for those different things like have one that once in your inventory it gives you a feat have one that once in your inventory it'll give you expertise at a skill.
In the most simple case you can do literally what you have described:
Longstrider's Coin of Action: Rare magical item. No attunement required. This strangely shaped coin looks like a terrasque stepped on a d4, flattening it completely. The coin gleams brightly with an iridescent and pale pink color, the image of a falcon barely visible. Once this item is in the player's inventory they are granted the Sharpshooter feat (PHB page #). If, at any time, the coin is no longer in the player's posession, the coin's magic is dispelled, the coin is in an anti-magic zone/field, the feat is lost.
There is information in the DMG about creating magical items (can't look it up as I'm at work), which can help you get an idea on what value it has, rarity, how much time it takes to make, and things like that. But in the long run, if you are of a mind to make it a thing, nothing says you can't just write it down on a 3x5 index card and hand it to a player.
The caveat to this is make sure to let your player(s) know that any homebrewed item is under the clause: The DM may alter the conditions, remove the item, or otherwise tinker with this item at any time. The player will be informed of any actions taken, the DM has final say.
Well that's helpful because you're right I could put that on a card but my ultimate goal here is to create an item for my friend and I, who are both DM's, to use on D&D beyond that we can give a character to give them any feat we want without having to make a new item each time that has a different feat on it. And right now I can't even seem to make an item that will give a predetermined feat once it's in the inventory and I'm still trying to make one that will give you the option to choose a feat when it's there
