There are no rules for nicotine addiction in the books. I for one wouldn’t create rules for it, it’s not something that really requires them. I would just encourage the player deal with it as an RP thing. (This is from an ex-smoker.)
Is the player wanting to be a cigar smoker and engage in a struggle with nicotine addiction, or does the player just want to have a lit smokey stub in their mouth most of the time playing to a certain style of adventurer trope?
5e doesn't have a lot pathology mechanics (and its poison and disease rules leave a lot to be desired). Don't impose a homebrew addiction mechanic. If cigar smoking in game bothers you, the DM, this is a session 0 discussion. I can understand players having objection to cavalier use of tobacco depicted in game, but that's an outside of game discussion to be had, not a "suprise, your character's stylings have imposed upon them this mechanical system of dependence!"
If smoking is gross in your game you can leverage that through more role playing and some circumstantial hassles. Maybe tobacco is frowned upon by the crown so can be confiscated by authorities. Maybe it's a luxury and is heavily taxed, or the good ones come from a disfavored land, so you're in that confiscation game again. Cigars in particular stink. Their cigar smell, especially if lit could give away location or a witness could easily identify the character by their reek.
Again, if tobacco use is concern at your table (and that's completely fine) this is a session 0 discussion. If allowed in game, I'd avoid the carcinogenic and addiction aspects of things and just make them a cultural inconvenience, if you feel the need to do so.
I'm writing this as the player of a character who cosmetically drinks, snorts, and smokes pretty much anything that seems like it would be a good idea at the time, but he's played more like Lloyd Bridge's in Airplane, or Auralnaut's Larry Kenobi than the characters from Requiem for a Dream.

They want to engage in the struggle with Nicotine addiction, to help bring more immersion into the game. It's not just something that I am inflicting on the player as some sort of punishment. It won't be the main focus of the game, just something to add a bit of spice.
Yeah, set a "cranky timer" and do it through role playing. I think Snickers has a good ad campaign showing how this could play out.
Honestly though, most of the cigar smokers I know, and to some extent pipe smokers,* tend to not have the sort of high key withdrawal irritability symptoms commonly associated with cigarette smokers. Would they gladly take a cigar if offered? Sure. If it's been a while will they wax nostalgically about wanting a cigar? Sure. Will they drive everyone else into irritation with their manic jonesing for a smoke? Not in my range of experience. This sounds more like an RP thing than a mechanical thing (again recognizing, 5e sickness, poison, and intoxicant rules are super thin, non existent for the latter). I mean, I'd probably put a cigar guy on the same level as a guy who's really into McDonalds McRib. And as that latter guy, I can totally say it's not really an intrusive condition beyond the obvious I shouldn't eat them, but there aren't mechanics for heart disease in 5e either.
*pipe smokers sometimes have the unconscious "oh I didn't even know I was doing this" packing and smoking habit. Cigar smokers I've been around, it's more "let's break out the cigars" sort of a ritual thing than an unconscious or overriding habit one would associate with cigarettes and pipe tobacco. But again, just my experience, I don't seek out cigars and when they're around I tend to plot an exit course because of the smell.
I am a New DM, and one of my players wants to be a Cigar smoker.
I was just wondering if there are already Tobacco addiction rules in the books, or if I should find or come up with some Home Brew rules.
any suggestions or points in the right direction would be apparated.

If you hey don’t get their smoke on, after a while they’ll get cranky. That’s about the extent of it. (Remember, I’m a real life ex-smoker.)
