I'm trying to add a feat that grants an extra attack. I've been able to add extra attack via Modifiers - Set - Extra Attack and then add 1 to the fixed value. That adds an extra attack for characters that only have one attack. When I change the fixed value to 2 or 3 I've had the number of attacks jump to 4, I've never been able to get 3 and not the ideal of adding 1 attack for both characters already with extra attack and those without.
I also wonder if maybe I'm not refreshing the homebrew or the character properly to get it to refresh. Whenever I update the feat I save, then I undo the feat on the character sheet and refresh the page before adding it again. Should I perhaps be doing this process differently to get better results?
Edit: I was able to get 3 attacks by adding 2 for the fixed value. Problem is it adds 3 attacks for both characters that already have extra attack (as intended) but also causes characters with 1 attack to have 3 attacks (not as intended)

Unfortunately there’s no way to just “add” an attack, they have to be “Set.” That’s because the Extra Attack features are designed not to stack. Like if you Multiclass Fighter and Barbarian both to 5th level the two features don’t stack. That’s just how the system is designed. You would have to make multiple versions of the feat that each Set the number of extra attacks at different numbers.
If the number of extra attacks is set to “2,” it should result in 3 total attacks. (Should) If it didn’t it was most probably just a caching issue. (Probably) If it were me I would make the different versions of the feat and test them all individually just to be safe.

You’re doing just about everything you can do. The only other things I can think of that you can do are:
Wait the full 15-20 minutes after re-saving the feat before swapping it around on the character sheet.
Adding a point of Inspiration, refreshing the sheet, removing the inspiration and refreshing again prior to adding the feat back.
Adding in an extra page refresh after adding the feat back to the character just in case.
Other than that, I can’t think of anything else you might do short of adding and removing class levels (which does the same things as adding and removing Inspiration).
