You are probably best off using snippets/text descriptions and NOT modifiers if you want it to be "dynamic" and match whatever the character's current walking speed is. If the character's race does not have an innate swimming speed, it will not show a swim speed value and just the rule below about swimming/climbing being 1/2 speed. It would be up to the user and DM to remember to use your subclass's extra rule. It would show up on the character sheet how many feats whose rules do not have specific "coding" for things like this.

I would love to know the answer to this as well; I tried programming it into one but couldn't find a way for it to accept 'walking speed' as a value.
I'm not aware of any way of making a dynamic calculation for something like this.
The snippet codes that you may have seen mentioned are designed to be used in the plain text snippet field.

i think you put the speed in the bars and then make a trait with the name "Speed" i think this will work i'll tell you if it does.
