So I imagined that character who would walk around with a barrel of hot coffee he brews somehow and hands out cups of that coffee to other people to provide effects simillar to Bardic Inspiration. First I wanted to homebrew varian of a Bard Class, say "Barista" class, but turns out that is not an option. So instead I made the Barrel itself a magic item.
Here is what I got:
Wondrous Item, artifact (requires attunement by a Bard)
When you gain Bardic Inspiration charges, you instantly spend those charges, equivalent voulme of Inspiring Coffee pours in to the Barrel.
Coffee in the Barrel stays Hot indefinitely.
You can pour a cup of the Inspiring Coffee from this Barrel at any moment, as long as you have a free hand to operate the valve on the Barrel.
Whenever effect, other than effects of the Barrel of Inspiring Coffee, require you to spend a charge of Bardic Inspiration, do the following instead:
- If effect then instructs you to give away your Bardic Inspiration Dice, give that player a Cup of the Inspiring Coffee as well;
- Othewise, consume Cup of the Inspiring Coffee.

Is there anything wrong with this item description mechanic wise, or maybe I can simplify it somehow/make it nicer/cleaner?
Firstly, I want to ask why making a homebrew subclass is not an option. I don't see why it couldn't be. Secondly, here is a revision of the magic item which may be more balanced.
Bard-ista Barrel
Wondrous Item, Rare (requires attunement by a bard) You may, as a bonus action, expend a use of your bardic inspiration, channeling it into the barrel and producing a single dosage of inspiring coffee. This coffee retains its properties for 1 hour, after which it becomes regular coffee. A creature may consume a dosage of inspiring coffee as a bonus action, gaining the bardic inspiration die. A creature can only benefit from one bardic inspiration at a time, as normal.
If it's an item that you automatically acquire because you are a barista bard, like if its some kind of custom subclass, maybe get rid of the attunement property? So it's more like a subclass feature than a magic item. Of course if you'd rather it be a magic item then totally do attunement if you want.

I wanted to make a Homebrew Calss based on Bard, not Homebrew sub-Class of Bard. At very least because Bard sub-Class selection starts at Level 3 and initially I wanted just to get rid of Bardic Inspiration and give new class simillar but different features based on coffe production and consumption.
As for your revisions to the item, I like how nice it worded, but it missing the point a bit, since it only covers interactions regarding Bardic Inspiration Die, but not other ways Bard can use his inspiration charges. Also it makes it an voluntary action, while I what it to be more like permanent effect replacing Bardic Inspiration, at least as long as character ownsthe barrel.

Well, let's say it is something character owns for some time. It can be heirloom, or just plain old "bought on a maket from weird looking suspicious seller" as a regular barrel, but turns out it has a magical effect.
But since I want it only be used by Bard character, and ideally only this specific Bard charracter, I made it Attuned. Additionaly, since I want effect to completely replace original Bardic Inspiration charges mechanic, it feels like a cursed item if you can not disable it to return to normal Bardic Inspiration flow for some reason. But I might now consider making it an effect that have a proximity, so if you just can leave it a camp or bastion to dissable it but not loose it completely.
