That reminds me of the sword/whip the main bad guy had in Brotherhood of the Wolf. That was a badass weapon. 1d8 is great damage for a whip. And to be able to transform is for no cost as part of the attack action makes it a very attractive option for versatility.
Thanks, at first I was thinking short sword-whip, but to me the shape of a rapier was more alike. I made the item for a rogue character in my troupe, who is using a rapier though she wants to use whips (also has a background to support this). Felt like a fine way to solve this, maybe even make it an intelligent item or an item that can "grow" so to speak as it is part of the group.
Someone else in this forum was making a fighter subclass based around nimble whip fighting. I think such a character would be very happy to get this weapon.
One thing of note is the current limitations on homebrew weapons in DDB (from what I can tell some of it is policy and some just bugs in the current builder). I couldn't make a whip/weapon item that would properly interact and grow with the Archetype. I solved the problem by creating features with actions that represent custom items (whip variations) that advance with the character.
I would maybe add some kind of bonus for using the rapier, as the setup of the item makes the rapier form rather pointless. Maybe something like a bonus to attack rolls in rapier form.

I don't want the item to be too powerful, since I want it to be in the "uncommon" range and I feel that if I were to buff the damage in rapier form or bonus to attacks this would bump it up to rare.
Would you think that some form of "feint attack" you could use once per day to gain advantage on a single attack roll if it is in rapier form be enough? Or perhaps something with charges? Or would that make the item "rare"? Maybe it's better to let the whip deal its normal 1d4 damage and make the magic all about the shapeshifting and nothing else?
I think if you made the magic mostly about the shapeshifting, that would solve the issue. In whip form, you would give up the attack power for reach, which is good for things like opportunity attacks, and in the rapier form you get the damage boost. One additional note, just for the sake of wording, I would say the transformation either happens as part of the Attack action only or using the bonus action only. If you wanted to stick with the flavor of most magic items, you'd probably have to expend your bonus action to change it, but that's up to you. Good stuff!

Yeah, I think keeping the regular damage for appropriate forms is a better idea.
The idea of using either part of the attack action or a bonus action, is that I can see how sometimes you might want to change it without attacking something (for instance, you want to change it into or out of its belt form) or and sometimes during an attack (you've ended your move and with your first attack you downed an enemy and want to attack one just out of reach).
