Actually, now that I think about it it should probably just take an action no matter what, require a save no matter what, and only last one round.
In addition, I also suggest another possible use: In the game”Styx: Shards of Darkness” you used pocket sand to put out torches at a distance. You could add a 20 range Ranged Attack (AC 10) to put out unprotected flames similar to gust.
With such a low chance of success and even when successful its just a minor inconvenience, I can't imagine it being used as there are always better ways to spend your action.
Why not have it cast blindness (or use the blindness spell rules but keep it a non-magical attack)? Con save per round, up to 1 min total effect. The DC would normally be a spell attack, but you could modify that (12+dex or some such).

During battle, it costs an action to use. Target must make a DC 10 save or be blinded for two rounds.
