So I am dming a custom campaign with multiple homebrew concepts. However, one of the characters is playing a halfling cleric who smokes the wacky weed and is a pacifist. He is great in RP but in combat, he uses his limited spell slots and then is very limited in what he can do. So I started toying with a new cantrip idea and I wanted feedback or advice. I have created multiple homebrew items, but this is the first attempt at a spell. Thank you.
Chronic Hit- cantrip- range 30 feet- casting time: 1 action- You take a long puff from your pipe and blow a ring of smoke at one creature within 30 feet that you can see. The creature must make a constitution saving throw. On a failed save the creature is affected by the ring. The effect of this cantrip varies by the kind of ingredient placed in the pipe.
Korenor yellow grass- The creature moves 5 feet in a direction if it can move and its speed is at least 5 feet. This movement doesn’t provoke opportunity attacks, and if the direction is blocked or would kill the creature by falling, the target doesn't move.
Halfling Haze- The creature’s next attack roll taken before your next turn is done so at disadvantage. This effect only alters a single attack roll.
At level 5 your skill with the pipe increases and you can add two additional simple shapes to your repertoire. At lvl 10 you can add one animated shape. At level 15 you can split your smoke in two and affect two targets. At lvl 20 you are a master of the pipe and can create any shape.

I like the concept. I would make it so that it can work without needing to smoke, but that’s just me. Give it 4 different options instead of 2 and it will be a great cantrip.

This Cantrip is a reference to smoking a particular herb often used to treat anxiety and glaucoma.

I think that was understood... I think perhaps his intent on suggesting smoking that herb not be required was so as not to promote what many consider drug use. By having it left up to the imagination it opens it up to a wider audience. Of course if intended for home game only then *shrug*
Clerics have some pretty useful cantrips for combat, including sacred flame and toll the dead. Does he need something homebrewed?
Alternatively, this would make for an interesting custom magic item for this character.
The main issue seems to be that the player takes the RP fairly seriously, especially in regards to their character being a pacifist, so the intent seems to mostly be to give the player a viable cantrip that's consistently useful in combat but doesn't actively deal damage.
lol it’s cool. I don’t really understand the effects at higher levels. I also don’t understand how a cleric of any sort, even a pacifist could be useless in combat. But yeah instead of a can trip it could just be a magical pipe with those effects, and discovering new strains in the future will have different effects.

I would honestly make them as items (like Blight Ichor, Dragon's Blood, or Dreamlily) instead of as a Cantrip, but that's just me. You could even use it with a Pipe of Smoke Monsters that way

Have him take a level of Fighter so he can adopt the Protection fighting style...
