So I have created some Homebrew Magic Items for some private campains but now I need to give them to my players but I seem to have to publish them to give them to my players. Is there any other way?
No need to publish. As long as those homebrews are in your “collection” then your players can add them to their character sheets in any campaign they are in with you.
I believe homebrew sharing also requires content sharing to be enabled for the campaign, so whoever is DM of the campaign needs to have a master subscription to enable that, sane as for sharing sourcebooks, unlocked races, spells etc. with the group. Your players then need to import or create a character within the campaign, at which point they'll have access to all the shared content for that character.
Content is then shared between all players; so long as at least one player has unlocked something, all players will see it. Homebrew added to any player's collection will be available to all characters in the campaign with homebrew enabled and so-on.
A master subscription is very reasonable if your group is willing to split the cost (which they should, seeing as how the DM is doing all the hard work 😉)
Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore. I remain a free user only until my groups are done migrating from DDB, and if necessary D&D, after which I'm done. There are better systems owned by better companies out there.
I have unsubscribed from all topics and will not reply to messages. My homebrew is now 100% unsupported.

That must be the case only for the DM though; I'm currently playing a campaign as a player and tried to share some homebrewed stuff with the group that the DM requested, and it wouldn't work until content sharing was enabled.

Hunh. Every campaign in which I am a player also has content sharing so I never noticed that. Care to run an experiment? Invite me to a private campaign with no sharing and see if you can find my homebrews on a character and I’ll look for yours on one too.

Did it work? I have made a few items, am a DM, and am trying (unsuccessfully) to add those items to my players. I have checked and sharing content is enabled for everything. I even have a paid Hero tier level subscription. Am I missing something?
I am having the same problem. I have created Homebrew magic items, have content sharing turned on, and am even paying for the Master Tier, but when the players in my campaign try to add my homebrew item to their character it does not show up in the list of available items. I even created a published version, and that isn't showing up either. Is this some kind of fallout as a result of the VOL thing?
Thank you, IamSposta! I had searched online, but no one in any of the threads I looked at mentioned this guide or the fact that you had to enable Homebrew content for each character in their settings. It is working now, so I greatly appreciate your help. I will have to bookmark your Homebrew FAQs!

No, Homebrew never requires content sharing.

Neither publishing nor content sharing is required to share homebrewed content. Are those characters specifically in a DDB campaign with you? Please see the General Homebrew FAQ #5: (https://www.dndbeyond.com/forums/dungeons-dragons-discussion/homebrew-house-rules/131411-a-homebrewers-how-to-faq).
