Bigby's Hand can apply the grappled condition. Three sharktooth gang members tackling Chadderly would, I declare, impose a restrained condition - with the option afforded to @Brian_Avery to roll against overwhelming mechanical odds, to avoid it. <It's fair, not balanced - that's my intent>
The speed being zero and the elf being first in initiative is why he can't reach Angus or anyone else. The elf could throw a dagger, though.
Edit: I did check on this, and it looks like monster multiattacks are not intended for reactions, so, for future reference, I should only use 1 attack as a monster reaction; this time, I think it's moot)

Subject to constant evaluations of ability and loyalty, they are warriors and seamen without equal in Mulmaster. They are frequently seen throughout the city and are (relatively) friendly, polite and competent. In the face of danger to the city, however, these features melt away and they exhibit a brutal, unparalleled savagery.

(He's referring to the fingers if his hands, which are deadly weapons) not really caring if his command is complied with, he charges full speed into the wizard, attempting to Slam him to the ground with his shield. Behind d hom, half a dozen more soldiers follow.
Shield bash: Roll Dex save (DC 21) to dodge 6 bludgeoning on hit. If hit, roll Str DC15 to avoid being knocked [Tooltip Not Found].
Within the warehouse, members of the gang move to fortify their positions, while #6 opts to take. Swing at Angus 23 for 7 slashing, 24 for 5 slashing.
