Burr had never actually been in a boat before but he figured if he was rowing he was sitting down....and sitting down was way better than standing.
Giles dusts off a place for Zefla to sit down and starts untying the rope. He leans into the oars, asking for guidance and help from Tymora, looking back and angling the rowboat toward the boat in the middle of the lake. He puts his back into it, but he’s not as strong in his rowing as burly Burr. “We’ll get there, just keep rowing…”
Gilesand Zeflaclimb into the first boat and begin rowing toward the distant fisherman.
Sorenand Burrclimb into the other canoe. Though Burris unfamiliar with boating, the simple push-pull rhythm of the oars comes quite naturally to him and then his athleticism takes over. It's not long before Burrand Sorencatch up to the other boat... and then begin to leave them behind. Gilesbears down a little harder on the oars, but he cannot match the pace of Burr. The boats cut rippling wakes through the dark glass surface of Lake Zarovich.
All the while, Nettlecircles the quiet fisherman, giving no sign the conditions on the boat have changed.
When Burrand Soren arrive within 30' of the fisherman, things happen fast. The man suddenly jerks up as if slapped, and turns his panicked eyes on their boat. He looks down inside his own boat... down at the water... nods as if in agreement... and then gets low inside his boat. He grunts with exertion, pushing up and rolling a heavy-looking burlap sack over the sidewall and into the water, where it falls with a splash. As it begins to sink, you make out what seems to be a humanoid form wriggling within the bag. There is a bubbling as it slips below the surface. Then the fisherman grabs his oars and begins turning his boat for shore.

Burr leaps off the boat and into the water swimming for the sack, remembering only after he has hit the surface that the last time he swam he was 10 years old and then only in a shallow pond.
Giles is pulling hard, he hears one big splash, then another. Trying to turn quickly over his shoulder, he says to Zefla hurriedly, “What is happening? I can’t see! Did someone fall in? Tell me quick!”

The momentum of Burr'sfierce rowing continues to carry them forward even after he drops the oars. By the time he dives in he is practically over top of where the sack had begun to sink. With him gone, the boat slowly loses its speed and drifts off to the right with Sorenstill inside.
Despite being close to mid-morning, it is shockingly dark under the surface of the water. After a few kicks downward, Burrspots the shapeless sack as it drifts into the darkness. He reaches out, straining, and clutches it in his fingertips. As he does so, he sees what appear to be pale hands, reaching up from below; a reverse image of his own attempts to retrieve the sack. He pulls it away from their grasp and surges toward the air above.
After a few moments, the others all see Burrerupt back to surface, burlap sack in hand.
At the same time, the fisherman is rowing past Gilesand Zeflatoward shore, his prior serenity replaced by a manic grin and feverish, almost possessed energy as he rips the oars through the water.

Alarmed, Nettle immediately wings herself to just above the location where the burlap sack apparently containing a wriggling humanoid was tossed into the lake to mark the spot for Burr, then, seeing the big man dive in, swoops past the departing fisherman in a Flyby, taking the help action.
Soren's tired eyes go wide at first, then come into focus as the druid turns from Burr's headlong dive into the dark water to the apparently murderous angler. Drowning a creature in a sack?Soren snarls as green thorny vines shoot towards the fleeing rower from his free hand.
Action: Thorn Whip - melee spell attack with 30' range, at advantage due to help from Nettle. To Hit: 22 Damage: 4 (magical piercing) Forced Movement: on a hit, a large or smaller target is pulled 10' towards Soren
He considers reaching for his touch of Fey influence to then Misty Step onto the (presumably now empty) boat, but decides it may be unnecessary. Instead, with his Free Action, Soren grabs the oars and (somewhat weakly) tries to maneuver the boat towards the swimming Burr. It does not occur to him yet that there may not be room for three people (including whoever is in the sack) on the boat and they may need the fisherman's vessel.
When Giles sees the man row past him, he pulls the oar from his right hand over to his left to hold, his eyes narrow and his head bows. He extends his hand and an invisible mage hand reaches forward across the water, shoving the man out of the boat, pulling him toward Giles and attempting to halt his escape. “Not so fast, leaving so soon?”
((Using his telekinesis feat, DC 13 athletics or acrobatics to avoid the shove.))
Sorenand Gilesboth have the same idea. An invisible force shoves the fleeing fisherman violently, knocking the oars from his hands, and then a green vine rockets out from Sorenand pierces his shoulder, ripping him forwards out of the boat and into the dark waters with a splash.
Blood stains the water as the gravely wounded man bobs at the surface, moaning.
Burr, at the moment Sorenis occupied and the other boat is still a short distance away. You can try to lift the package up into the boat yourself, but it will be difficult. You also might have concern of capsizing Soren's boat. [Lifting it up on your own: Athletics check at disadvantage against DC 15. If the check fails by more than 5, you accidentally capsize the boat.]
Or Burr can wait for Soren's help later.

Back in the water, the moaning fisherman suddenly surges up slightly. He screams. "No! I heard your song! I did your bidding! I only...!" With a slurping sound he disappears beneath the surface, seeming pulled straight down.

He looks behind and sees the struggles of Burr and Soren and the large sack that is being pushed up into the boat. He focuses his mage hand once again and attempts to pull the sack up over the side, giving help to Burr’s efforts. “Soren! Help him too!”

Zefla watches the craziness unfold and is stunned for moment, unsure what to do. While the boys are working on getting the sack back she sees the crazy grinning maniac get pulled under water.
Contemplating it, the dark water, she would probably go in after one of her friends, but this total crazy, possible murderer? Um no. She instead dives into her pack, grabbing her rope and dumping one end in the water, grabbing hold of the other, telepathically telling him, Grab onto the rope!!
Not sparing much thought for the lunatic fisherman who finds himself on the opposite end of a watery death than he was just a moment ago, Soren tries to pick the best option to help Burr lift whoever is in the sack. He almost wild shapes into an animal, perhaps a giant lizard, to try to pull the sack in, but he is not familiar enough with aquatic forms to join Burr in the water as a beast, and he doubts his exhaustion will allow him to properly leverage his strength. Instead he simply prays for Silvanus'Guidance to assist Burr, tapping the big man on the shoulder as he casts the spell.
He attempts to raise his tired voice as he readies himself to pull the sack into the boat. "Try again, Burr! Help him again with your invisible force, not-Father!" (aiming to give Burr both advantage from Giles'telekinetichelp and an extra 1d4 from Guidance).
(If and when it comes time for Burr to join them on the boat, Soren will either hope that someone has pushed the fisherman's boat near, or he will use his Fey Touched gift to Misty Step to the currently empty boat so that Burr and whoever is in the sack can share his current boat.)
Burrstrains but can't get the sack up and over the side. The package splashes back down into the water beside him. He can feel someone flailing and kicking inside the bag but cannot see them through the wet material. [He can try again with the help and guidance.]

She doesn't receive a reply to her telepathy... but then the rope begins to slide under faster and faster, until the slack runs out and she feels a hard tug. For a moment there is a weight on the other of the line, before it slackens again. She waits a moment, then pulls back on the line... and then there is a tremendous pull, like the other end of the line is suddenly attached to a massive anchor headed straight for the bottom of the lake.
Zefla, do your choice of the following:
Make an Athletics check to hold onto the rope against DC 14. On a failure, the rope is ripped out through your fingers, causing 3 fire damage in rope burns to your hands.
Or simply release the rope.
Soren, the other boat is within range. If Burris able to get the package into your boat, you will be able to Misty Step to the fisherman's empty boat.

Being the stubborn halfling she is, she fights back against the feeling of an anchor against her pull on the rope. Not getting a reply would typically unnerve her after the grin the man gave their group as he attempted to flee, but her concentration was on the rope.

If he can, he positions it in a stable, central spot in the front that will not unbalance the vessel before helping the person out of the sack. As Burr begins to clamber in himself, Soren considers Misty Stepping to the fisherman's boat to make room for the big man. Instead, he chooses to Wild Shape.
As he taps Burr's shoulder once more to grant him Silvanus'guidance for his (presumed) efforts to climb onto the boat, Soren speaks up. "I think all three of us on this boat may tip it over. As you come aboard, I will change into a tiny beast. Whoever is in the sack can be in the front, you in the middle to row, and me in the back as a... fox perhaps. Do not be alarmed." (Saying this last bit as much to the person in the sack as to Burr).
Nettle continues circling a good 20' above the water looking for threats. Including threats below the water (such as on the other end of Zefla's rope).
