His AC 18 is due to his shield and his fighting style is dueling which adds +2 when fighting one-handed (even with a shield). If you play him like a TWF, then he has AC 16 and gets two attacks, the first is 1d20+5 (1d6+3) and bonus attack 1d20+5 (1d6). If you want me to swap the shield and dueling style for two weapon style, he would get two attacks each round both 1d20+5 (1d6+3) when spending his action and bonus.
