Leaves poison behind? No. With regard to game effects, the spells/features/cantrips/etc will work just like the book says.
But we can skin that cat a different way. Basically, what you are asking is if you can use your cantrip in a neat, new way that has no game effect whatsoever. And the answer to that question is yes.
Basically, since the description of 'dried potion' on the ground is essentially narrative fluff (that is, no game effect), then any attempt to neutralize it can also be attempted with narrative fluff. So Chromir could deal with the dried puddles and eliminate them, but no game effects need to be relied upon.

This is incorrect. Cassian's Con modifier is +2 (not +4). The feat, Tough, was gained at 1st level. This means that the hp +2hp at first level, and then +2hp at every level thereafter.
The way they worded it makes it a bit confusing; "Your Hit Point maximum increases by an amount equal to twice your character level when you gain this feat." Basically what this means is 2hp per level. If you, say, for some reason gained this feat at 5th level ... you would immediately add 10hp and then begin adding 2hp per level thereafter. Doing it that way means that the feat has the same effect on a character's hp total regardless of when they gained the feat.
Example: If, at level 5, a character got this feat, they would immediately add 10hp [because 5x2 = 10] ... which ends up being the same thing if they had selected the feat at level 1 and then advanced to level 5, this amount would also be 10hp [because 2+2+2+2+2 = 10]
So, the pertinent parts when determining Cassian's hit points are: d10 hit die, +2 Con modifier, Tough feat.
Level one = 10 (d10 hit die, max) +2 Con, +2 tough = 14
Level two = 5 (d10 hit die, rolled) +2 Con, +2 Tough = 9
Level 2 barbarian seems unchanged. But will come in handy.
