A STR check of 14 isn't quite enough I'm afraid. Soar does try to pull herself down the strap hand by hand, but it's slippery and she's being pushed and tossed around by the movement of the dragon and the wind of the storm; her hand slips, and she's once again she's flailing in the air.
Tobin is very fortunate to have just put away his book and quill before the dragon he is riding suddenly dives (natural 20 save). He burrows down even more securely into the straps, attempting to use them for cover (move action).
Summoning his Spirit Guide (bonus action), he sends it to touch those needing independent flight (up to three people—call it out if you want it), then it settles behind the dragon’s head and keeps a lookout for the foes (senses include normal sight and hearing plus 60 Darkvision).

Soar grits her teeth and braces against the pressure of the flight. She speaks over the storm, “I’m not sure if you need the help, but Kelemvor’s blessing is with you,” and she casts shield of faith on the diving silver dragon that is her main chance to stay aloft.
Soar, the dragon does not react, being quite occupied with her flight, but you feel your shield forming around her, offering the protection of your God.
So, for those of you who can fly, you are still being pulled along by the dragon and you are still tethered to its back. If you want to untether yourself, that's an action, but you will quickly be left behind if you do. While tethered you can only move five feet from the dragon, not further - so you will need to be in an adjacent square on the map. Within that range you can move freely. The main effect of the fly spell is to negate the disadvantage on attacks, as you now have much more control over yourself and your movements.
Otaaryliakkarnos is moving rightwards on the map (which is east, so up on the map is north as usual). From ahead of you, a dark shape appears and almost immediately it's upon you, a large blue dragon, smaller than Otaaryliakkarnos but still looking very dangerous. "Where do you fly, Old One?" the blue dragon asks, in draconic (which you all speak, I think). "And in such a hurry. And what vermin do you wear? So undignified!"
The dragon makes two claw attacks at Otaaryliakkarnos as it passes, both missing. As it whooshes past, its neck twists sharply and it makes a single bite attack at Bazavur (16 against AC, which hits I believe?) Bazavur, huge slimy teeth rake across you, doing 17 points of piercing damage and 5 points of lightning damage - the shock of the electric power runs over your body and makes you feel like you might lose your breakfast.
The dragon races on, moving away - Bazavur, you can make an Opportunity Attack on it, if you wish.
Bazavur’s body convulses as the lightning hits him and he looks like he’s going to be sick. He opens his mouth towards the dragon and shoots lightning at it. (Dc 14 dex save/ 5 damage/ halved on save)
Jalt tries to get a good location on the dragon and points to it casting Guiding Bolt at lvl 4 (rolled a 10 with 27 damage ) will also use Guided Strike to add 10 to the attack roll... so 20 for 27 damage

Hoard of the Dragon Queen - Jalt Rhogar - Dragonborn Cleric (9)
Bazavur, your lightning attack barely glances the dragon's wing, but you can see it cannot avoid contact completely. The lightning passes over the wing and... appears to do nothing at all.
(The blue dragon is immune to lightning damage. And the opportunity attack missed, of course.)
Titus's held spell is more effective; the dragon appears to have no resistance to fire damage and the firebolt hits a leg, causing burning streaks to spread out over the limb and leave charred, thin black lines.
Jalt's attack is more successful; the glowing bolt radiates with holy energy as it smashes into the blue dragon's other wing, causing it to lose control of its flight for a moment. You definitely got its attention with that. Jalt, you feel firmly attached to the dragon by the harness and in no danger of being knocked off.
From below, an equally large green dragon slowly moves up, flying along with Otaaryliakkarnos: "This place belongs to the Queen, old fool. Did you think to enter without punishment?" The dragon claws twice at Otaaryliakkarnos, missing once but connecting with the second claw, pulling some scales loose and digging into the silver dragon's flesh before withdrawing. As it moves away, it bites towards Soar, but the jaws close over nothing as Soar is able to dodge out of the way (11 against AC).
(As the dragon moves away, Soar can take an Opportunity Attack.)
Otaaryliakkarnos is focused on flying, and moves at speed, but the two chasing dragons are managing to keep up.
(RAW would make this a weird concertina-type affair with the silver dragon pulling ahead and the two chasing dragons catching up each turn, which wouldn't be realistic. What's happening is the silver dragon is flying at speed ahead, and the other two dragons are more or less keeping up.)
Soar ducks the green's bite (well, she more just swoops out of the way as she tries to get a handle on her flying), but before the green dragon can get out of range, she strikes with her axe, almost blindly, and connects right on the side of its jaw.
Opportunity Attack: 28 (nat 20) Damage: 15, plus 1st level smite for 12 radiant) for 27 total
She wonders what Otaaryliakkarnos is doing besides flying (Arcana 19)
If she can fly down to secure herself better to Otaaryliakkarnos with her fly speed movement, she will do so, or again would try to climb down the rope
Looking at the blue, glowing with Jalt's radiant power, she almost targets it, but nods her roguish new friend Titus to take the clear shot. She focuses again on the green, curses it (hexblade's curse) and fires off an eldritch blast

Titus, you watch as the firebolt flies towards the dragon and, with disappointment, see that it has noticed your attack and dodges to one side, with some expertise, to avoid it.
Tobin is up.
