I hadn't realised Brand had so much stuff with him. Brand was carrying 77 lbs of gear and two backpacks, which I will assume you will see as being unrealistic because it is—very. The most important things to me about this regarding the current situation are the following: 1) This would have prevented Brand from entering/leaving the roof space of the building as quickly as he did because the access hatch would not have allowed him to go through so quickly while wearing a backpack. 2) This will change how people perceive him when visible.
I have rationalised his equipment list on the D&D Beyond character sheet. He is now carrying a single backpack with less than 30 lbs of gear in it (the extra gear is in the 'Other possessions' tab and presumable at either the family residence or the estate; please decide which.) As to how he got through the small access hatch, I will ignore it for now, but won't in the future.
And in future, instead of having prepared gear sets, I would prefer actually adding stuff to the equipment list so that encumbrance can be taken into account. Gear sets are obviously too prone to misunderstandings between us.

Looks mostly fine with me. Clearly two backpacks was a mistake (and pointless; he does own a satchel and a backpack). I intended to remove the swords pending your explanation about the Brand version and the way inventory worked. The vast bulk of his carried weight is and was armour and weapons. The 3(!!) scimitars and spare(!) backpack total 14 lb.
I have also:
- removed the 'Silvered' Scimitar entirely as it was just my crude version prior to the Brand one. - he does not have two lanterns, one now deleted.... - I have increased the weight of the bandolier; it's a solid item.
Carried on his person:
- thieves tools
In backpack:
- bell - case (removed to 'other') - candle??? (Did I really add that? For wax? Or did you add?) - fishing line and kooks (removes to 'other' - this would be in travel gear) - gloves x 3 (one being worn) - mirror - rope (silk) - sack - wax (is there a cultural reason he would need this when on a mish?) - whistle - small knife - snacks - soap??? (did I really have this???) - moved to 'other' - string - tinder box (see below) - water flask (small)
The only things I would like to add back are: - a small hooded lantern and a small (half) flask of oil - the dice set -- this is tiny and adds some social possibilities. - he would ordinarily carry caltrops and ball bearings as well.
Also very happy to halve the Healers Kit and change the Tinder Box' to just be flint and steel ... it's for the oil/lantern.
Without these additions the backpack weighs 17lb (about the same as my regular day pack with laptop!) -- of which weight, 5lb is the backpack itself! Adding a normal oil flask and normal lantern lifts it by 3lb...though I originally had 'small' next to each of these -- ie. a half flask and a less effective/smaller lantern, so might argue 2lb. Bringing the total pack weight to 19lb, I think.
If we halve the weight of the Healers Kit, add a 2/3 weight lantern and oil, and halve the tinder box weight, it becomes 14 lb in total...which is light carry-on baggage. I would further suggest that he probably has a custom backpack that is more like a day pack; the standard backpack is probably a huge one for long distance journeys (he would not be carrying a Lowe-Pro 40 litre pack with him! (As you correctly point out).
So, here's my thinking for the Backpack contents:
Small Backpack - 3lb (not 5)

- 15m (50') rope, probably only 6mm diameter, but lets assume a 1cm (probably knotted) 'square' rope for easy calculation. 1cm x 1cm x 1500cm = 1500cc = 1.5 litres. So, that looks OK to me. It's probably the biggest item, but my laptop backpack is a 26 litre bag, and I expect Brand has somthing smaller (say 15-20 litre?).
- The other big items are the water, oil, and (small) lantern...the two fluids total 1 litre, so say 1.5 litres...and the lamp is presumably bulky so maybe 2 litres?
- so the biggest items all together total 5 litres; probably the backpack sticks 4-8" out from his back, depending mostly on the size of the small lantern. If a door/hatch/hole is square or circular, then limiting dimension would still most likely be his shoulder width.

I think we need to err of the side of inefficiency when it comes to the size of the back pace because the more efficiently packed the backpack is the harder it likely is to unstow and stow specific items quickly. Lots of little pouches could be used to make access more efficient, but that would tend to make the backpack bulkier because the things inside couldn't merge together to make a smaller bundle because they would be being held apart. Also, the backpack is likely made of thicker material than the nylon today's day packs are made of.
Anyway, I'm happier now, but clearly Brand—while wearing his backpack—will be assumed to be some sort of traveller.

The only item of contention is the 'Hooded Lantern'. This was to fulfill the function of providing light if he does not have Darkvision going. Is there a workable alternative? I have no desire for a special lantern of any knd in particular, merely a light source that works in bad weather. Torches would seem even more bulky.
I think we also previously discussed the using a sack or bag as an 'inner' for the pack to reduce weather damage.
And just checking...we agree it's a small backpack, probably smaller than airline hand luggage?

At this point, Brand hears Tambor's voice coming from the back of the house. "Where are the owners?" Tambor asks. "This stove is still hot."
Tambor appears in the corridor and asks loudly of Brand, "Is this your house, sir?"

"Yes," agrees Tambor approaching up the corridor to where Brand is still tending to the injured man. "These are turbulent time. Now, let's gain some control over this situation."
He looks out into the street and then back down the narrow corridor before pointing at the front door and saying, "Let's close that front door to keep out the gawkers and move everyone into the kitchen where we have enough room to scratch ourselves."
He then reaches down and begins dragging the dead man in the direction of the kitchen.

By my earlier volume calculation, his pack is probably only half full, or a little more....so he can probably add a dagger or two and a book or similar items without too much trouble. And probably a disguise kit, should he need to do so...especially if it's just for a specific disguise (ie. no fake hair, only one dye etc). The rope should be reasonably easy to 'stuff' back in its bag using this method.
Also, as previously noted, his swords would attach to the side of the pack. If he needed a bedrool, it would be strapped to the bottom as per 5e suggestion.

[[I suspect the practice of the above theory would indicate problems with the theory. In particular, the assumption that things like the healer's kit, the disguise kit and 50' of rope are all going to be neatly sized packages is perhaps too convenient and wouldn't be the case in practice. You would also need to be concerned about spillage of liquids and loose solids, especially when doing acrobatic or sudden movements. Proper tight packing and airtight containers will help with this, but that just makes access harder and slower. So, in the end, I think I will only become concerned if things become unrealistic again. Which to me means using the equipment page on D&D Beyond and keeping track of encumbrance.]]
Tambor's man says he will close the door, which leaves Brand to drag the still-living villain into the kitchen. Here he finds the guard with the crossbow keeping an eye on another of the villains and another dead man lying in a pool of blood, which means of the 8 people Brand saw in the group of home invaders, there are two dead, two captured and four escaped; three out the front and apparently one out the back via a window.
"I don't suppose you have a spare bandage in that healer's kit do you?" asks Tambor, indicating his bloodied shield shoulder. He then looks down at the man he killed in the corridor and adds, "I suspect that man is an ex soldier. He had more fight in him than the rest."

It is the house of a known Arion priest wanted for questioning in regard to the death of a seeker of the Donai Temple."
Tambor then starts to laugh as the two captives turn to look at each other in confusion.

Tambor just laughs louder and the town two guards join in after a moment's hesitation.

Brand grimaces, and shakes his head sadly, "How has it come to pass that ordinary citizens now feel they can target anyone on suspicion of being an Arion worshipper...and how is it that a...tax agent...is the one trying to being sense and good order? You said it was bad for business...and I admire your dedication to your job...but, I admit to being somewhat mystified."
Tambor looks at the two guards in the kitchen and smiles before saying, "It is in the best interest of the Crown that the Scholar's Ward is a place of peace and prosperity. In this, the local head of the city guard and I agree and he is all too happy for me to provide what small assistance I can."
"Now," he says, as Brand finishes tending to his wound. "How did you get caught up in all this? And why are you wandering the streets loaded down with so many weapons... Five by my count."

With all the blood, Brand cannot tell the condition of the two men and so begins to cut up the cloak of the man who Tambor impaled with his sword.

He looks at the man with undisguised disgust, "Move a muscle and you won't see the sunrise...it's up to you."

[[ I'll try to use the sheet; I couldn't see an easy way of having 2-4 gear sets, and we were reduced to using the 'notes' tab, iirc... and the forums were much easier in that regard. Will try again, at least for SOP stuff, since that is when it matters most.
Edit: FWIW, the equipment list on the character sheet does have a 'Healers Kit' listed as current...if you did not see it does that mean I have done something wrong? IIRC, the last time I updated current gear was the previous night...so apart from caltrops etc, it *should* be close to the SOP list; I will continue to check, but if you didn't see the healers kit it implies I did something wrong...so I'd like to know.

Looks mostly fine with me. Clearly two backpacks was a mistake (and pointless; he does own a satchel and a backpack). I intended to remove the swords pending your explanation about the Brand version and the way inventory worked. The vast bulk of his carried weight is and was armour and weapons. The 3(!!) scimitars and spare(!) backpack total 14 lb.
I have also:
- removed the 'Silvered' Scimitar entirely as it was just my crude version prior to the Brand one.
- he does not have two lanterns, one now deleted....
- I have increased the weight of the bandolier; it's a solid item.

The only things I would like to add back are:
- a small hooded lantern and a small (half) flask of oil
- the dice set -- this is tiny and adds some social possibilities.
- he would ordinarily carry caltrops and ball bearings as well.
Also very happy to halve the Healers Kit and change the Tinder Box' to just be flint and steel ... it's for the oil/lantern.
Without these additions the backpack weighs 17lb (about the same as my regular day pack with laptop!) -- of which weight, 5lb is the backpack itself! Adding a normal oil flask and normal lantern lifts it by 3lb...though I originally had 'small' next to each of these -- ie. a half flask and a less effective/smaller lantern, so might argue 2lb. Bringing the total pack weight to 19lb, I think.
If we halve the weight of the Healers Kit, add a 2/3 weight lantern and oil, and halve the tinder box weight, it becomes 14 lb in total...which is light carry-on baggage. I would further suggest that he probably has a custom backpack that is more like a day pack; the standard backpack is probably a huge one for long distance journeys (he would not be carrying a Lowe-Pro 40 litre pack with him! (As you correctly point out).
So, here's my thinking for the Backpack contents:
Small Backpack - 3lb (not 5)
- Bell
- Gloves (silk)
- Gloves (soft leather)
- Healers Kit (half) 1.5lb

Clearly the other stuff does NOT weigh nothing, so perhaps 2lb for miscellaneous, making 16.5lb. Ball bearing and calltrops will add 2lb each. He might skip the bearings.
Given Brand's size, cloak and armour, they probably affected him getting through the hatch than what is a comparitely tiny (child's?) backpack.
Edit: some sizes...I got worried about the bulk of the rope...
- 15m (50') rope, probably only 6mm diameter, but lets assume a 1cm (probably knotted) 'square' rope for easy calculation. 1cm x 1cm x 1500cm = 1500cc = 1.5 litres. So, that looks OK to me. It's probably the biggest item, but my laptop backpack is a 26 litre bag, and I expect Brand has somthing smaller (say 15-20 litre?).
- The other big items are the water, oil, and (small) lantern...the two fluids total 1 litre, so say 1.5 litres...and the lamp is presumably bulky so maybe 2 litres?
- so the biggest items all together total 5 litres; probably the backpack sticks 4-8" out from his back, depending mostly on the size of the small lantern. If a door/hatch/hole is square or circular, then limiting dimension would still most likely be his shoulder width.
- the more I think about this, the more I wonder if he really just has a 10-15 litre backpack...unless I'm really screwing up the numbers, but they look right to me.

The only item of contention is the 'Hooded Lantern'. This was to fulfill the function of providing light if he does not have Darkvision going. Is there a workable alternative? I have no desire for a special lantern of any knd in particular, merely a light source that works in bad weather. Torches would seem even more bulky.
I think we also previously discussed the using a sack or bag as an 'inner' for the pack to reduce weather damage.
And just checking...we agree it's a small backpack, probably smaller than airline hand luggage?

- Brands pack is probably 2/3 that size (say 18 litres); using surface area as a proxy for weight that means around 75% the weight. It probably has some fixed components (like buckles and straps) whose weight does not really change, so all up maybe 80% of the weight for just the pack?
- you've previously raised the issue of opening a pack in bad weather, and I suggested he used a sack inside. Given the size of the pack now, I suggest he uses 4 small (quarter, or 1/8th size) sacks (perhaps lighter cotton(?) bags commonly used to store flour, caf, or something like that): one contains the rope, one with medical (SoL and Kits), and two in the centre with the miscellaneous junk as per my earlier arrangement (upper one and lower one). The net weight of these bags would be roughly the same as one (or one half) sack.
- The top three bags and mirror should be reasonably accessible; the bottom one less so.
- This results in 1.5lb total extra weight: 1lb extra weight because I underestimated the weight of the actual backpack; (now 4lb) and 0.5 LB for the inner bags.
- He still has a spare sack as before, perhaps next to the mirror, for other uses.
By my earlier volume calculation, his pack is probably only half full, or a little more....so he can probably add a dagger or two and a book or similar items without too much trouble. And probably a disguise kit, should he need to do so...especially if it's just for a specific disguise (ie. no fake hair, only one dye etc). The rope should be reasonably easy to 'stuff' back in its bag using this method.
Also, as previously noted, his swords would attach to the side of the pack. If he needed a bedrool, it would be strapped to the bottom as per 5e suggestion.
Edit 2: He probably DOES have 2 packs now! One full size one for travel that has his rations and fishing gear etc, and he just stuffs this one inside .... I will amend his sheet.
Under this model: the pack itself weighs 4 lbs, and carries 14lb of gear.
Edit 3: I am not sure how to interpret carrying capacity in DnD 5e. A 27 litre pack can only carry 30lb of gear. If this is a statement about strength-of-materials, it makes no sense. It's also not a measure of what 27 litres of water, gold or rock weights. So I assume it's a proxy for volume (to stop people stuffing packs -- though the 'Adventurers Pack' has 10 torches, which seems deeply implausible to me). In any case, I think we are already trying to manage volume directly so the weight limits are a lot less relevant -- other than what they mean for encumberance etc.

Tambor's man says he will close the door, which leaves Brand to drag the still-living villain into the kitchen. Here he finds the guard with the crossbow keeping an eye on another of the villains and another dead man lying in a pool of blood, which means of the 8 people Brand saw in the group of home invaders, there are two dead, two captured and four escaped; three out the front and apparently one out the back via a window.
"I don't suppose you have a spare bandage in that healer's kit do you?" asks Tambor, indicating his bloodied shield shoulder. He then looks down at the man he killed in the corridor and adds, "I suspect that man is an ex soldier. He had more fight in him than the rest."

"You're not from the Scholar's Ward, I presume," says Tambor as Brand starts working on the man's shoulder. "My name is Tomas Tambor. I am the Crown's Tax Agent for this area, and I take my responsibility to my tax payers seriously."
"And who might you be?" he then asks. "I'm sorry. You might have told me, but I have forgotten."

Brand's ministrations successfully staunch the flow of blood and elicit only a minor wince from Tambor in the process.
"Not off the top of my head," says Tambor, in reply while frowning a little. "I could certainly find out. But, truth be told, I would have thought the house next door would have been more of a target than this one. It is the house of a known Arion priest wanted for questioning in regard to the death of a seeker of the Donai Temple."
Tambor then starts to laugh as the two captives turn to look at each other in confusion.
"Is this not the house of the Arion priest: Simad?" asks the man whose wounds Brand bound.
Tambor just laughs louder and the town two guards join in after a moment's hesitation.
Tambor's man just shake his head and mutters a single word: 'Amateurs'.

Brand grimaces, and shakes his head sadly, "How has it come to pass that ordinary citizens now feel they can target anyone on suspicion of being an Arion worshipper...and how is it that a...tax agent...is the one trying to being sense and good order? You said it was bad for business...and I admire your dedication to your job...but, I admit to being somewhat mystified."
Tambor looks at the two guards in the kitchen and smiles before saying, "It is in the best interest of the Crown that the Scholar's Ward is a place of peace and prosperity. In this, the local head of the city guard and I agree and he is all too happy for me to provide what small assistance I can."
"Now," he says, as Brand finishes tending to his wound. "How did you get caught up in all this? And why are you wandering the streets loaded down with so many weapons... Five by my count."

"As to how I got caught up in this; I explained to this fine gentleman" he says, indicating the guard whose wounds he attended earlier, "that I was near the house and saw three people fleeing, which seems like suspicious behaviour to me. As I approached, I saw you in what looked like a battle for your life, against two opponents. I know you only by reputation, and what I have heard and seen suggests you are an honest man of good character. So, I had little choice but to assist. Though it seems you had things well in hand."
