Hallanann, knowing that there's a consequence for using magic is trying make conservative use of spells. As such, he uses a bonus action to swap his weapons from his staff to his daggers.
He's going to go in for an attack with his daggers.

The fighting is mostly in close quarters, with all of the characters within one turns move of each other. Lia is under the tents of the market place 20 feet from the orcs with a 3/4 cover provided by some of the party as well as the market.

(funny that the player trying not to do lethal damage puts an orc unconscious, and the other mostly missed. The orc has a little better than a 50% chance of being stable vs dead. Better if the authorities arrive soon)
Good question. The locals mostly fled the scene. Some are hiding under tables, or in doorways, but they scatter quickly if the fighting comes near. The shop keeper is near her store watching in bewilderment. It will probably take a few rounds before the authorities show up.

Thanks for laying out your post so clearly. It makes it easier for me to parse. Correct, use of a spell slot is what triggers the bane, so no psychic damage for a cantrip. Also, and I don't think I said this, is that a pact slot or similar does not trigger the bane.
I would like to use the flank rule for both the PC's and NPC's.

"Chief," another guard says, "Uhh, this looks like Krosdek." The Guards tie them up and then revive them with first aid.
"Good work you lot." he says to you. "We've been trying to catch these guys for a while. I suppose you want the bounty. Here's 3 GP. Split it how you see fit."
The woman packs her items back into the bags. "Thank you so much." She picks up a gold bracelet with strange marking on it from the ground. "Have this as a token of my appreciation." She hands it to the nearest party member which is Lia. She then shuffles off to her shop. One of the guards helps her with her things, and goes inside the shop with her, likely for questioning.
"Well, those guys picked a bad time for that all around." Lia comments as she looks over the item handed to her a little closer. After checking it out she would pocket it and then nod to the others. "Shall we continue on to the academy?" She asks.
Gold pulls out his coppers to help exchange the 3 GP "If we split this 6 ways we have enough for 5 coppers each" He then looks at the bracelet given to Lia "That has interesting markings on it. What do you think it is? Maybe we can study it later to learn if it has any unique qualities."
Things have settled down now, and the streets are filled with people again. It’s normally hard to miss the famous spires of the Academy, but where the spires should be is a dome of golden light. The entire Academy campus — a collection of buildings from storehouses, to dormitories, to elegant spires that house magical libraries and workrooms — is currently shielded by a dome of golden light. It is impossible to see what is on the other side.
