[As I am about to run an online game of my own, Nanoc will go defensive. He is trying to protect the horses by using his zone of control to prevent the Owlbears reaching them, if that is possible. This means he will be Dodging for his action and hopefully getting any Attacks of Opportunity.
I should only be unavailable for a couple of hours as the scheduled game is only going to be a short one this time.]

For an update on those yet to take actions, 2, 2 of the 4 harpies are down, 2 have flown up with a withdrawal, the other was throwing spears, both wounded, one with 2 hp, the two Owlbears remain, in the silence they are calmer, and the Ranger has been knocked unconscious but could be healed or stabilized possibly.
Maintaining the Silence spell, Evan moves up to protect the fallen ranger from the Owlbear's attacks, standing in front of the downed comrade. As he moves, holy light flares from the Black Dragon symbol on his shield and lands on the dying adventurer, healing him with Olladra's blessed light.
(Move action to move up, Channel Divinity--Preserve Life on the Ranger -- heals 15 hp.)

Assuming Evan will see Galtheon fall, Taraven will see that Nanoc has the horses covered and the Owlbears are not as furious. She will run out from under the underhang and go after the remaining 2 harpies.
She will cast Ray of Frost and dig deep again to twin her spell (using another sorcery point)

The Ranger is healed and conscious and will be able to act, disregard the earlier death save.

Attack 13 Cold Damage 2
Attack 23 Cold Damage 1
Then go back under the underhang
Both strike - assuming she started with the most wounded, it drops the Harpy, leaving only one remaining. It is unlikely this creature will remain to fight alone. The silence has prevented its voice from working, its allies have fallen.
This post has potentially manipulated dice roll results.
[[ I am not sure what Galtheon can accomplish in hist turn safely, if he needs to leave the Owlbear's zone, he will take a disengage action ]]
Galtheon groggily rises to his feet, leaving his bow on the ground, spitting out blood. Nodding at the priest in thanks, he pulls a brand from the fire and uses it to defend himself and try to scare off the Owlbear.
[[ If he is not near enough to the fire, then he tries to move to it without causing an attack of opportunity; otherwise he disengages, gets log, and comes back close enough to frighten the owlbears ]]
(( If he still has the ability and time to use Animal Handling on the Owlbears, he does: 11 (that was rolled with advantage, I hope that's correct).
(( If by some miracle he still has an action, then his action will be to cast sure wounds on himself...but I suspect I am at the limit of what he can do in one turn! ))

He would have a bonus action available as This Handle Animal check was an Action, but it was a success. The female Owlbear is driven off, confused by the silence and the flames, it looks ready to withdraw on its turn.
I believe that ends the player turn. The female Owlbear flees from the prior successful handle animal check, the torch driving it odd in silence and confusion. The male Owlbear sees its mate leaving and looks about between the easy meat of the downed harpies and the challenge of the armed adventures. It moves back - proving attacks of opportunity if anyone chooses to take them, taking a harpy in its beak and claws and dragging it off to its cave. The final remaining harpy flees up into the mountains, calling out inaudible shrieks absorbed by the spell.
Unless someone chooses to go on harrying the Owlbears, the are exiting the fight. It may be ranged combatants will wish to fire on the fleeing harpy. The battle is close to won.
Passive perception of 14 or higher spots that the dead Harpy that the Owlbear is dragging off has a cloak that seems to resist the Owlbears claws and beak, remaining intact even while its flesh it torn asunder by the rough handling. Whether this is something you want to intervene on or not is up to you.

Galtheon will take up his bow again, and try to down the remaining harpy, regretting the need, but mindful of the horses when they are in the mine. He steadies his aim and fires.
Attack: 18 Damage: 14 <- Wrong damage
NOTE: The damage is wrong; the 1d6 assumes HEX which was not going! It's only 11 damage. Or he could just have cast hex again...if within 90'

He was within 90 at the time, so the full damage applies. Between this shot, Okkar’s, and the prior attacks, this last Harpy also appears to be in critical condition and may not be able to flee.
[I'm back. It was just a quick session for a couple of level 1 characters who took out their major encounter opponent with consecutive critical hits 8-o before the monster could unleash it more nastier attacks. So, what I thought would take a lot longer, didn't take much time at all and we agreed to finish early because of other stuff that they had to do.]
[DM, As previously declared, Nanoc should have taken an Attack of Opportunity when the Owlbear that attacked him left his zone of control. He is still raging, so the attack would likely have been automatic, but I will leave it up to you.]

The Owlbears remain, but are much easier to frighten off now with the noise subsided due to Silence.

Okkar fires his crossbow at the remaining Harpy

Okkar lands a solid shot on the harpy at an angle, ripping through a wing and burying into a spot near the shoulder blade.

Since my passive perception is not that high, Taraven will go and and help check on the horses since she sees the owl bears fleeing.
Animal Handling 6
The horses are calmed by Taravan, successfully.
Galtheon will take up his bow again, and try to down the remaining harpy, regretting the need, but mindful of the horses when they are in the mine. He steadies his aim and fires.
