 If you only wish for single use arrows, that is simple enough in a night. As for the rest, I'd say a spearhead like this would take me 2 days to do properly by itself, or a longer blade 4 days. It'll use about 5 silver pieces to coat each arrow, and about 50 pieces for the spear, 100 for a larger blade. This is only the cost of materials, the labor I am more than happy to provide for you my friends.

Melina will narrow her eyes at you Rowan and say, "Oh, I think you both know exactly what kind of trouble I mean. And then you try to lie to my face. This is how I get treated for trusting you out in public!" 

And she will try to slap you in the face. If you try to resist, her attack roll is 14. 1 damage

"Now what exactly did you do young lady! I'll not have you sulley my reputation in this town when I am just about to be rid of you!"

Ann is furious seeing Melina going for the slap, and there's not a second's hesitation before she tries to move between the two. This was not in line with what she was able to tolerate. "Ma'am! You need to be reasonable here! Miss Rowan acted only with good intentions, doing good things. Besides, at no point did she place herself in danger, just as we've told you so far." Her tone is serious, but her pose is composed.

"Now, you say you wanted to get rid of her? You better explain yourself right now! There's nothing Miss Rowan has done that deserves that kind of reaction." In the same form as before, the knight does not drop the composure despite showing genuine anger through her words.

Rowan initially recoils from the hit, and in that split second she finds Ann in between her and her mother. She takes a moment to recover and let Ann speak, then steps up so she's beside the knight but can easily get back behind her if needed. "I defended innocent people. They see me as a hero. And honestly? That means more to me than your approval ever will." Her voice starts out level, but anger and hurt quickly seep in. "You really think that sending me away further and further is going to stop me?"

Melina freezes with her hand poised for a backhanded slap when Ann steps in between her and Rowan. She'll fume, "Good intentions?  The road to the Nine Hells is paved with those! And you think you're a hero now?  I doubt that very much. What really happened? The truth this time!"  

"That's where you think I'm from, isn't it? Might as well start my path back, then." Rowan laughs mirthlessly. "If you don't want to believe me, that's fine. I'm going to my room. You would do best not to bother me." She turns on her heel and strides away, forcing her mother to speak to her retreating back if she has anything else to say but not stopping or turning around to listen. And, just to be petty, she uses thaumaturgy to cause the door to dramatically fly open in front of her as she exits.

After Melina sees Rowan fling the door open, you see her staring after her for a moment, then regain her composure and turn toward you.  With a commanding tone, she'll say.  "Dame Ann, I insist as your liege lady that you give me a full, truthful account of what happened today. Your tenure here, and your reputation, depend on your answer."

Rowan, after leaving the great hall, what do you do?

Ann's serious composure and serious expression continue through Melina's words. "I was already planning to explain before you lost your composure. I still do not condone the disrespect you've done to Miss Rowan, and I'm not afraid to make it very clear to you, but I believe communication should be clear before someone takes drastic actions."

After stating that, Ann will explain what happened, skipping over a few details, not because of deceit, but because she deemed them less important. "We arrived at the town at a steady pace to come back soon, when the rats attacked. A group of other 4 started attacking them, and besides them, I, as expected of me, Quinry, the stable boy who was to help with the horses, and Rowan, with her spells. We traveled a bit ways off of town to lead the remaining rats away, then came back, when the cultists involved in this started making a ruckus around town. In the process of stopping them, they escaped, and two of our own got knocked unconscious, but everyone survived. Then, we made our way back here."

Melina Insight 14

Melina will listen to your story to the end but will say, "That is quite the tale you told, one that defies belief! You can be sure that I'll be looking into this more closely. For now, keep Rowan in her room until further notice, under penalty of dire consequences!  I'll not have anything interfere with her engagement party.  You are dismissed." And with that, she'll turn back to her preparations.

Ann does not let the frown on her face soften for even a bit. She wasn't just planning on bending down a knee to this woman after what she saw, but to her knowledge, everything Melina said was with good intentions, so there's no more discussion there. A simple, "Yes, ma'am," is all she says before walking towards Rowan's room.

Argenti will say that it should take about the same amount of time for a hammer as a sword, so about 4 days and 100 silver.

By this point, Rowan would be in her room, sitting in the center of the floor and working on her spellbook. Several other books and pages of scrawled notes are scattered around her. If possible, she would find a hidden spot a ways down the hallway for Enya to sit (perhaps up in the rafters or behind a potted plant) and let her know if anyone was coming.
