Cheers, I am running descent into the avernus and one of my players struck a deal with the hidden lord for a wish if he freed him...and he did...
So I am here to ask:
-Is the hidden lord considered an archdevil? (Otherwise he couldn't grant wishes...)
-If he wished for vampirism, how can I rule the trait about the burial place? (In MM I saw that vampires are bound to their burial place and can return there as a cloud of mist if defeated)

It is a pit fiend, which is a powerful enough devil to possibly grant a wish or be a warlock patron. Especially if a devil contract is involved.
Vampires are bound to their "resting place" and the "chained to the grave" description pretty much covers all your questions.
Chained to the Grave. Every vampire remains bound to its coffin, crypt, or grave site, where it must rest by day. If a vampire didn’t receive a formal burial, it must lie beneath a foot of earth at the place of its transition to undeath. A vampire can move its place of burial by transporting its coffin or a significant amount of grave dirt to another location. Some vampires set up multiple resting places this way.
You could also consider using the dhampire lineage from guide to ravenloft for a playable vampire and could give a boon of regeneration to make it worth the wish.

A little clarification here. Pit fiends are absolutely at a high enough rank in the infernal hierarchy to grant wishes through contracts. However it's not that simple in this case. Further Hidden lord spoilers:
In DiA without homebrew Gargauth is given the stats of a pit fiend if freed, particularly because he is in a severely weakened state at this time after being trapped in the shield for so long. However lore wise, he is not a pit fiend at all, he's a unique devil with a long and convoluted history, including essentially advancing beyond the powers of a devil into demigod territory, with his own cult and followers. He is also known as the "Tenth lord of the nine", with previous ambitions to rule over the material plane and pull it into the hells as his own realm. What semblance of that power he once possessed is unknown, and largely left to the DM to decide. However, in as far as "is he an archfiend?", the simple answer is yes, and the more convoluted one is that he certainly has the potential to be one, and has wielded even greater power in the past, however currently his capabilities are somewhat ambiguous at best.
Also wrt having a Vampire PC, be very wary of this. I have one that forced Jander to turn him and we ended up running into several problems such as some rooms in the crypt of hellriders being invisible to him, and it being outright impossible and super deadly for him to enter the bleeding citadel as written. If you're past that point there's hopefully less issues though, besides the wielder of the sword probably despising their new form.
