Question that came up in a past game I DM'd and do not know
If a creature has the "Move - The creature moves up to half its speed." Legendary Action, can it use that half speed movement to stand up from being knocked prone?
It looks like an interpretation of whether it takes half of _full_ movement speed or half of *available* movement speed to stand up. If the interpretation is that it takes half of your full movement, then anything that reduces movement below one half speed would mean you could never get up from prone. I'd tend to go with half available speed being the cost to stand up -- as long as it is more than zero.
So I say yes, the creature can stand up and then has a quarter of its move left.

Speed - Every character and monster has a speed, which is the distance in feet that the character or monster can walk in 1 round. This number assumes short bursts of energetic movement in the midst of a life-threatening situation.
Movement - On your turn, you can move a distance up to your speed. You can use as much or as little of your speed as you like on your turn, following the rules here.
Movement is a finite resource based on a characters speed. Speed, therefore, doesn't change based on your movement. Since standing from prone specifically says it costs an amount of movement equal to half your speed, that number is not going to change. If your speed is 30, it cost 15 movement to stand up. If you stand up, and somehow are knocked prone again without moving anywhere, it still costs 15 movement to stand up again. If you walk 20 feet and are knocked prone, it still costs 15 movement to stand up and therefore you can't stand up.
I would read that it doesn't affect your normal movement at all. Using the legendary action allows the monster to move up to half its speed for free. I would allow the creature to use the legendary action to stand and its movement wouldn't be affected at all.

That's it - any creature that is able to move is able to stand up, as long as it is able to expend half of it's movement speed.
Normally a creature can only do this on its own turn, as that's when its able to move - the legendary ability changes that.
