There is a lot of discussion of a ranger dual wielding getting four attacks. But I don't understand on when they come online.
So you have a ranger with two scimitars, that is going to eventually take Two Weapon Fighting and Dual Wielder, can someone list how many attacks do they get at Level 1, Level 2, Level 3, Level 4 and finally at Level 5?
Before reaching level 5, the number of attacks mostly depends on whether you have the Nick Weapon Mastery and/or the Dual Wielder feat. And you add more attacks once you get the Extra Attack feature.

To me the investments are consequent when wielding two weapons;
Unitiated Wielder: 1 attack with a Light weapon as Attack Action, 1 extra attack with a different Light weapon as a Bonus Action with no damage mod.
Nick Master: 1 attack with a Light weapon and 1 extra attack with a different Light weapon as Attack Action with no damage mod.
Two-Weapon Fighter: 1 attack with a Light weapon, 1 extra attack with a different Light weapon as a Bonus Action with no damage mod.
Dual Wielder: 1 attack with a Light weapon as Attack Action, 1 extra attack with a different non-Two Handed melee weapon as a Bonus Action with no damage mod.
Nick Master Two-Weapon Fighter: 1 attack with a Light weapon as Attack Action and 1 extra attack with a different Light weapon as Attack Action with no damage mod.

Dual Wielder Nick Mastery: 1 attack with a Light weapon and 1 extra attack with a different Light weapon as Attack Action with no damage mod., 1 extra attack with a different non-Two Handed melee weapon as a Bonus Action with no damage mod.
Two-Weapon Fighter Dual Wielder Nick Master: 1 attack with a Light weapon and 1 extra attack with a different Light weapon as Attack Action, 1 extra attack with a different non-Two Handed melee weapon as a Bonus Action with no damage mod.
Not sure how you only have 1 weapon mastery at level 1, but it's a moot point. If you're looking for a 2 weapon build and the most number of attacks...
At level 1
- you have 2 weapons
- 1 is a nick weapon with which you have proficiency.
You can make 2 attacks, 1 normal attack and 1 light property attack as a bonus action.
- Nick allows you to move the light property attack from a bonus action to the main action but you are still limited to just 1 attack.
At level 4
- you have the same two weapons, 1 is a nick weapon
- you take the Feat - Dual Wielder
you can make 3 attacks, 1 normal attack, 1 light property attack via nick and as a bonus action, 1 Dual Wielder attack (has to be melee weapon)
At level 5
- you have the same weapons and feat as at level 4 but you get extra attack
you can make 4 attacks, 2 normal attacks, 1 light property attack via nick and as a bonus action, 1 Dual Wielder attack (has to be melee weapon)
As a Fighter or Warlock it is possible to get more attacks (but Warlock doesn't get weapon mastery as a class feature) but at that point 2 weapon builds tend not to perform as well as heavy weapon builds.

I think what they meant was that Fighters and Warlocks can get more attacks than that at higher levels, whereas other classes plateau there at 4 attacks.

Weapon Juggling may allow an extra attack from Dual Wielder, Cleave & the Light property in additions to the attacks from the Attack actions under the right circumstances to get up to 5 attacks.
Draw and throw a Dagger, equip a Scimitar.[Attack Action]
Attack with Scimitar as Bonus Action [Dual Wielder]
Attack with Scimitar and uequip it [Nick Mastery]
Equip a Greataxe and attack with it. [Extra Attack]

Your second weapon mastery is with a bow because sometimes a ranged attack is your only option.
