I mean, it's entirely possible they decided after all that excluding the Magic action wasn't important to do. After all, if you're multiclassing, you're already setting your spell levels back by at least a full spell level to get the feature at your level. For instance, a 12-level full caster only has access to 5th-level spells if they have Action Surge, and that's a best-case scenario.
I would imagine fighters being better at casting than casters was never the design intent of the 2014 PHB. 2 levels of fighter is required for any build focused on burst damage (caster or otherwise), and I hope that the designers took that as a design flaw and tried to fix it.
Anyway, this is pretty far from the topic. I hope that today's video gives a little elucidation on BA casting, but we'll see soon enough. That teaser article for the fighter doesn't mention action surge at all.
I guess we'll know more tomorrow, but it is my belief that with the specific changes to quickened spell metamagic and action surge in the new playtest material, they will be dropping the bonus action casting rule from the 2024 rules.

No one has announced anything, but several of the content creators with preview copies are being EXTREMELY coy about SOMETHING so I do actually expect a big reveal here.
