So I'm creating my first Homebrew World and I think the BBEG Battle is going to involve an Ice Devil.
Can someone tell me how in the world an Ice Devil is IMMUNE to Fire Damage? Is it the thick, carapace like skin? Is it the association with devils? Is just a weird quirk and I should stop thinking so much into it?
Mechanically is because Devils are normally inmune to Fire, so everyone has that ability. Its comes from earlier editions also, were baatezu were all inmune to fire.

You are the DM...you have the right to homebrew and alter Ice Devil to your imagination. The page is there for your reference and you are free to change it to fit your setting. If you don't think it fits into your narratives, just change it. I can see how your logic works there and you can totally go for a change for your campaign if your world has a different lore/trait/origin for the devils. It's absolutely fine for DM to go creative and change things a little from the standard. There are times from podcasts/streams you see the DM altering the immunity/resistance.
Like what have been mentioned, from editions and lores, devils are immune to fire damage by default setting (as a trait) if you wonder why. If you are asking for the origin why all devils in DnD are immune to fire damage, I don't think I can't find anything regarding to the origin of such immunity. If your players do ask why, you can use thick skin or innate magical immunity.
My assumption: the oldest devil has a contract with a fire primordial and it gives all future devils immunity to fire. I am sure you can come up with a better idea than mine.

Sorry I'm late. Although the ice devils are most commonly found on the cold layers of Carnia and Stygia, they are ultimately the commanders of the Nine Hell's armies. This means they'll also be found on the first layer, Avernus, fighting to repel the endless hordes of demons from the Abyss. Although few demons use fire, having immunity to the huge fire damage Balors can dish out is a tremendous boon. Also it helps to be able to handle the heat of Avernus and the other layers. And when advancing on Abyssal territory to strike the demons where it hurts the most, you don't want your commanders unable to press forward cause of a bit of (extreme) heat. I imagine the point of the ice devil within the infernal armies is to use their ice wall to create advantageous situations, making the creation of an ice-themed devil useful. If you desire a scientific explanation, I imagine it'd have a thick insulative carapace to minimise temperature exchange along with an extraordinary ability to thermoregulate. This thermoregulation would be connected to their ability to create ice walls. Whatever magic allows them to create these walls is likely also responsible for keeping their body at a freezing temperature.
Tl;dr: although it seems weird for an ice devil to be immune to fire damage, it is a necessary component of this monster for the sake of its participation on the battlefield.

As a DM you can spin what ever flare you want with it. Also there is a spell too that you use the cold side of the spell to get fire resistance

Basically it's just an aspect of being a Devil; all Devils have fire immunity as a part of their package.
