Apologies is I am asking a stupid question, but I am running my first Eberron campaign, and am trying to make use of its high-magic setting. To that end, I am wondering what general social services are magically enhanced, and what that does to standard of living in the area. I know that transportation (i.e. airships, magic rail) exists, but is it possible that Khorvaire residents have a scrying/message based telegraph system? Do clockwork creatures function as machine labor? Can you hire an actual wizard for your 10 year old's birthday party? I know that I have the power to invent things if I choose, but my players seem to really bite into the lore, so I want to be as consistent as possible with the setting.
I cannot speak specifically to the technological levels of magic use, but low level magic seems to be widespread and common place. I would suggest using certain houses as the founders of this technology or possibly have some unknown figure releasing these cutting edge technologies and have them show up as the campaign continues. I also suggest downloading all the manuals from the older editions if your players are into the lore. There's a ton of reading material in those to help develop and flesh out the world. Hope this helps.
No problem. I am about to do a campaign in this setting and have been reading up via the manuals in preparation. Its a fascinating world with so much to do.

They cover some of this in Chapter 1 of the Wayfinders Guide to Eberron as well.
