One of the specified actions that can be used by cunning action is dash. Therefore, a halfling rogue wearing the boots of speed can use cunning action to dash and have 100 feet of movement.
They can even use their regular action to dash again to move 150 feet total in 1 turn.
Only if their name is Usain Bolt. I'm ruling against that all day ;) That is a lot of movement.

You think that is fast? A Tabaxi Monk level 18 with boots of speed and the haste and longstrider spells cast on them can use their feline agility and step of the wind to move 2120 feet in 1 turn (2 levels of fighter for action surge to dash again for 2680 feet).

Base movement speed 25 feet. Boots of speed double base speed, speed now 50. Move 50 feet, dash (bonus action with cunning action) an extra 50 feet. 50 + 50 = 100.
Just keep in mind that they take a bonus action to activate, so for the example character in the original question movement in that round wouldn't include cunning action movement. (But would in subsequent rounds.)

If you use the Dash action, you get additional movement that turn. I'm not sure why you think using a bonus action somehow changes that.
The original question specifically says cunning action to dash. Yes, the dash action could be taken, but I was addressing just the use of cunning action.
Using Cunning Action to Dash is no different from taking the Dash action using your action. If you take the Dash action, you immediately get more movement to spend.
Cunning action is a bonus action. The boots require a bonus action to activate. You can only take one bonus action per round. The original question only said cunning action dash, so I'm assuming they want to use the standard action for something other than movement, and am not including that in my response to the original question.
My point was: In response to the question "Halfling Rogue using Cunning Action to Dash and wearing Boots of Speed gets 25 * 2 * 2 = 100ft in a round?", the answer is "Yes, but not in the round the boots are activated, because the activation uses the bonus action on that round, so cunning action would not be available. During the round of initial activation, movement would be 50ft from a doubled move only minus the cunning action dash."
Again, I am not including taking move as a standard action because it was not part of the original question. If you include that, movement should be: 100ft on initial activation of the boots, and 150ft each subsequent round if all the halfling rogue did was move for both their action and bonus action.
I did not include spending the standard action to Dash because the intent wasn't to get the max movement. It appeals to me that a little dude can cover a good deal of a grid mat and still attack.
If I wanted to min-max for movement, there are more effective ways out there.

150’/6s is only about 17mph. Bolt runs about 25mph and doesn’t have magical boots.
He's also not doing it in full gear. Also, you may have missed the ;).
