Has anyone here ever read The Hunger Games trilogy? If so, you might remember a scene from the last book that could help you take the citadel. It's in the spoiler below.
In Mockingjay, the revolutionaries are attempting to take the Peacekeeper training facility in District Two. It is a seemingly untakeable mountain, with only one entry point. The characters are readying themselves for a drawn-out siege when one of them has a different solution. They bomb the sides sides of the mountain, causing them to collapse and cover the entrance. This forces the Peacekeepers to surrender. (This is the simplified version, and not exactly how it happened in the story.)
In addition, like other people said, the Drow would be excellent allies. Simply inform them that a stronghold will be falling, and they will come to pick up the pieces and enslave the remaining dwarves.

I ran a campaign where the characters conquered the Saltmarsh area and reinstated an ancient empire that was originally there. It was only a small are just south of the Mere of Dead Men and it took the players until 20th level to conquer it. The sort of thing where you can permanently change the campaign setting in such a drastic way is very hard to do. Has your DM specifically said that you can do this? With so few soldiers, you wouldn't come close to attacking the Silver Marches. Also, how would your soldiers feel about attacking such a powerful area?
Okay, I've made some progress since the last update. I have 2 blue shadow dragons under my control (long, long story), have conquered Silverymoon using deception and then physical assault. I had to separate Silverymoon from the Lord's Alliance using trickery first, so they wouldn't be able to get help when we attacked their city. I'm now level 7, have command of a few different regions, listed below:
Newfort
Deadsnows
Hawk's Nest
Castle Hartwick
Stagwick
Hartwick
The rest of Hartsvale
Silverymoon
(I have captured Laeral Silverhand, took her place in Waterdeep, stole her magic items and money, and also killed Vajra Safahr. Long, long story, involving using deception, surprise, magic items, and a spell scroll of power word kill.)
I now am planning on taking on the Dwarfholds of the North, starting with Citadel Adbar, then Citadel Felbarr, and then Sundabar.
Any advice? I need a way to infiltrate Citadel Adbar, keep the dwarves from fleeing, and then take them over.
I'm not well versed in FR lore, but I guess you could have daily shadow dragon raids and have your troops cut off supply lines until they surrender or starve to death.
You can find out quite a bit of info on those locations if you have the Sword Coast Adventurer's Guide and Storm King's Thunder.

You've effectively surrounded the citadels which will help if they try to run for help.
If we attack Citadel Felbarr or Adbar on a full on assault, there is a series of tunnels that go between them, and the dwarves will flee to the other citadel. Maybe if I have some way to attack both of them at once, it could work, or I'm going to have to block off the tunnels somehow. I think I'm going to have to sneak into Citadel Adbar first and find a way to block off the tunnels, and disable some of the traps.
If the dwarves know that you're going around conquering everyone you might want to pretend to be a group dwarven refugees from another citadel. Beg to enter and ask for troops be sent to aid the other citadel (let's say Felbarr). When the relief army leaves for Felbarr, have your army be waiting hidden and ambush them. While they are being ambushed, you're in Adbar and can try to take out whoever is ruling Adbar or whatever. If they haven't heard of your actions try to infiltrate it as a dwarf, sneak around and do what you can to let your army in. If deciet doesn't appeal to you, Adbar has a giant chimney in the middle of it that you could send the dragons down to cause mayhem. One thing that doesn't change thoug, you have to lower the drawbridge to get in your ogres.
I could pretend that I'm a dwarf, but my army can't do that very well. They're almost all human, and it would be hard to persuade them that we're dwarven refugees. I guess I could pretend that I am a dwarven refugee from Sundabar, and ask for reinforcements, get their army to leave, and then ambush them as we also take Citadel Adbar.
Like TheRagingFlame said, allies will be a tremendous help. Menzoberranzan is close to Silverymoon and provides easy access to the Underdark. Once you get to the point where you have many regions under your command, you may be able to threaten other regions/towns into surrendering.
Our army has grown quite a bit as we've conquered more areas, like when we took Hartsvale our army almost doubled in size. We now have quite a bit of people in our army from taking Silverymoon as well, and a few mages as well. We don't really need Drow allies at this point, but we will try to get them on our side if it comes to that. I may try to destroy Menzoberranzan if possible, sometime in the future.

My DM has said we can do this. Our soldiers have pretty good morale, as when we attack, the battle tactics I use only cause 3-15 casualties on our side, while more than half of the enemy army dies.

My DM has said we can do this. Our soldiers have pretty good morale, as when we attack, the battle tactics I use only cause 3-15 casualties on our side, while more than half of the enemy army dies.
