If I want to counterspell something, do I know what spell it is before I do it? Who/Where the target(s) is/are? Or do I just have to counterspell in the dark?
You normally just do it if you think they can cast spells. You can use the rule from xanathars, where you can make a check to see if they have the v/s/m components for a spell.

Ultimately depends on your DM and how they run things.
personally: if someone in the party knows the spell. I tell them they recognize it if they have line of sight/can hear it.
if it’s a
spell their class can learn. I’ll allow a low DC arcana to recognize it at no penalty.
if it’s neither. They have to do it in the dark or, use their reaction to recognize it, and free action tell someone else it to counter it basically.
by RAW, you usually don’t know what spell someone is casting when you counterspell them. Usually. Because sometimes you walk into the middle of a ritual, or a spell has a longer casting time and you can figure it out.
