I would be okay with this if the system worked in a way that all stats are useful for every character and that dumping something to 6 would have a meaningful drawback that made the character as vulnerable as raising an attribute to 18 makes them stronger.
Alas, that is not 5e. If we could dump to 6 the standard meta build for most classes would be to dump INT to 6 because it simply wouldn't matter strength-wise outside specific enemy types like mind flayers and even then isn't significantly worse than a -8 anyway. I don't want the optimal adventurer to be an idiot. That can be fun as a character concept occasionally, but the game's mechanics shouldn't make that the optimal strategy for maximizing character strength.
Honestly my perspective on wanting to have higher starting stats isn't even about getting to 20 at lower level so much as it is not having to give up opportunity for feats to progress stats.
I like the dragonlance rule of every character getting a free feat at level 1 and 4. I feel like that solves my problem (though I expand the list of feats a little more).

I hate dump stats. Heroes (or villains) should be well rounded and exceptional. Instead, we end up with the Looney Toons dogs. One a smart midget, the other a giant moron. Raise the cap and do not refund points for stats below 10 (or 8 at best).
Having a stat of 8 isn't a massive deviation from the average. If we consider 10 as the human average, 8 int doesn't make you a massive moron that can't write their own name. A -1 is basically just being a single standard deviation from the average, which just means you may be slow on the uptake, but you are still a fully functional person and can operate fully within society. Also, you can have a weakness and still be exceptional. It is when you start going below 8 that you start entering the handicapped range, as a -2 can be treated as 2 standard deviations below the average. I do feel that people exaggerate what an 8 in a stat actually means.
It actually already is possible to get an 18 at first level with point but in 5E. and thus 20 at 4th. It is made re-impossible in One DnD however.
That was why I said nothing higher than 18, as opposed to 18 or above. But anyways, it's been a decent amount of weeks since I originally gave my thoughts on this, and I still think artificial caps on the max for stats would be necessary in order to implement this.

If a Feat was equal to +2 ASI, a Feat +1 ASI (level 4 feat) could be worth +2 ASI in one stat and +1 ASI in another stat.
But that's me being crazy. Adding math too.
To be honest I am already happy with level 4 feats adding +1 ASI. I just think they should implement some core rules for downtime activities options that you can train and prepare better your char, adding a feat between adventures by investing some resources and time in it. I always feel my character is incomplete. There are tons of feat options and most classes only get 5. And if you multiclass it can be even less.
