Shocking grasp is a lightning cantrip. For 1st level spells there's also chromatic orb which can do lightning damage
Been slowly working on a blood hunter subclass that has a draconic spin on the order of the lycan. Infused with dragon blood and turn into a half-dragon and such. But the first character i want to play with it would actually be the dragon from which the blood curse is derived, but part of the extraction process cursed him into a humans body and the transformations are actually him releasing some of his true form and power. His ultimate goal is of course to rid himself of the blood curse and regain his true form.....and incinerate all those that imprisoned and tortured him.
Any Ideas on how to run a PC who is playing two Kobolds in a trenchcoat? He really wanted to play it and I abide by this rule: As long as you don't hurt anyone else in the party who's not in full knowledge of your plan, you're good. TL;DR: I will usualy say yes. How would I do this?
You just let it happen, like you said. The only time you need special rules would be during combat.
Would you then even? You could say they have the same turn, but one uses their turn operating the arms while the other does the legs, combining to look like a single character turn.

I'm not saying you're wrong because you are never wrong in your own story, but a Lycan looking to rid himself of Lycanthropy is a HUGE departure from the canon of the Blood Hunter Order. I would encourage you to heavily play this up in your subclass description as a juxtaposition against the existing Order of the Lycan blood hunters. These two orders would likely not think highly of each other.

Been running some playtest content to see how it works:
A gnome who fell into wizardry almost by accident. When he was young he worked in a school of arcane study as basically a maintenance man. He was always good at fixing things and figuring out how things worked and taking stuff apart and putting it back together. He was also very small as a young gnome, smaller than usual, so could weasel his way into places others couldn't get to. It was while he was in a tiny space between 2 walls trying to discover where a leak in the roof was coming from when he noticed he could see into one of the classrooms through a crack in the ceiling. Being an ever curious youngster he started trying to discern what was being written in the books by the students. Over the course of several years of... well I wouldn't call it spying but being in the right places at the right times (where my high dex comes into play) he picked up a good amount of knowledge and starting creating his own spellbook and practicing by himself away from prying eyes. Not having the formal wizard training some of his results were unpredictable. He quickly learned that he would need a way to protect himself from his own magic and figured out a way to imbue leather with resistance to force. Hence his arcanomechanical armor was born.
Unfortunately his private studies did not go unnoticed for long. When the masters of the school found out what he had been doing they were furious. Saying that he was a disgrace to the art of wizardry and banished him on pain of death. Ever since he has been on a mission to prove that the study of invention not only has merit but should be recognized as one of the true schools of wizardry.
Just me and the player Know about this, NOBODY ELSE IN THE PARTY KNOWS. They will be told he's a dragonborn with unusually stubby arms. It will spoil my friend's fun by telling everyone at the table with "Alright so Kobold #1 takes damage but #2 is fine!" that could ruin the concept since he's pretending to be a dragonborn.
By the way, just so it doesn't seem like I'm one of those "I WILL SCREAM ONLINE IN THE ONLY WAY I KNOW HOW!!!!!!!!!!!!!" people, I use all caps just as emphasis not yelling unless there's a ! at the end.

I think of it more of a rationale for using vanilla rules. Like *technically* these are two turns happening simletaneously, but in the interest of not telegraphing that to the other players, and since they're working together to do the work of one character anyways, just treat them as one character.
As far as HP, you could have each of them have half the "character's" HP, and divide up combat damage as the DM just NY saying "the arrow hits you in the legs" or "you get clubbed over the head" to signal to the player which kobold is getting hit without the players getting wise.

I was thinking more along the lines of taking damage...
It's two characters, so they get targeted separately unless they are both in an AoE.

If you halve their hp, they're going to get one-shot killed.
Trying to "fool the party" is silly. Letting them in on the "trick" is much more fun.
