The Hunter's Multiattack feature is not the same as taking the "attack" action. It can't be combined with two-weapon fighting, extra attack or crossbow expert. I think you can use Horde Breaker though, as it just needs you to make a weapon attack rather than actually take the attack action.
The bit about Whirlwind is just wrong. You use your action to make a separate attack against any number of creatures currently within 5 feet of you.

It is an attack. It is NOT the Attack Action. So in this case, one might be a duck but the other is the avian species that includes ducks but is not itself a duck.

If it was taking the Attack action, it would specifically say so, like so many other features that use it. Like the Ranger's Extra Attack feature gained at level 5.

Beginning at 5th level, you can attack twice, instead of once, whenever you take the Attack action on your turn.
You see how Attack is a tooltip in green? It is because it is a specific type of action (unlike the action used for the Hunters Multiattack) You are not taking the Attack action you are using your action to use a class feature that includes an attack.
I know it doesn't quite make sense, but that is how WotC words things. Just like a Melee Weapon Attack is not the same thing as Making an attack with a Melee Weapon.
And pretty much everyone here, each with thousands of posts on these forums, are telling you it doesn't work how you think it does. So maybe there is something you are misunderstanding.
