You can do either 1 or 2, or a combination: option 1 for some, option 2 for others. Monster stat blocks are more streamlined and simpler to run from. NPCs who might accompany the party for a while might be better done as characters, although the published adventures use monster type stat blocks even for NPCs that are potential allies and guides.

”Monster” NPCs can be added to characters through “Extras” tab. Character builder NPCs cannot.
In a campaign, Character built NPCs can be added like PCs. Note, however, if you have campaign sharing turned on, they will count toward your limit of 12, as the limit is currently a character, not a player limit. That will change eventually, but no word on how soon.
Monster built NPCs (or Character built NPCs for that matter) can be added as links in the DM private notes section. It won’t create a pop up, but it will let you quickly open the info in another tab in the browser. You could do the same in the public notes if you want the players to have access to them. But in this case, character builder NPCs need to use the Share link, and the players won’t be able to edit it.
How do you use a race you have created? I just created this really cool race that I want to use and I cant find it when I look in the "create a character" place!
Do you have homebrew turned on? By default when you're making a character it's turned off so homebrew stuff won't be shown. You have to manually enable it for each character.

I want to create some memorable NPC characters for my group.
Would you suggest:
1- building them out as a character in the character creator
2- building them out as a "monster"
3 - something else I have not thought of ? Like in notes or something

Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
I like to do them as a character so I can give then homebrew weapons, magical items, etc.
