Basically, when the attuned individual gets hit, they gain a charge for 10 turns increasing their Unarmed Hit & Damage rolls. This stacks, hence the charges.
Not yet. Temporary effects like that are not yet supported. It is a planned upgrade, but there is no ETA. In the meantime, the best you can currently do is to make the item with the attunement and charges, but no actual bonuses attached (just plain txt.), the player can track the bonuses by simply customizing their Unarmed Strike directly on their character sheet.
