Been looking at a spell which for now is being called the Staff of Kestra.
What it does is grant a staff the moon touch quality lasting roughly the same amount of time as the light spell, but the staff would become a divine focus for the caster and that would be a permanent effect.
My question is would this count as a cantrip or a first level spell.
Would dropping the moon touch quality allow this to be a cantrip just be about turning the newly acquired staff into a divine focus for the caster only would that work?
I was wondering your point of view on this?
UPDATE: Have altered this into the Divine Focus spell.
All it does is turn an object or weapon the caster holds into a Divine Focus and is a Cleric cantrip.
Take a look please let me know as I'm still learning the kinks of this system.
Its intended to last until dispelled or sundered, however I'm not sure why it keeps showing the one minute part I suppose I better make that how long the object/weapon needs to be held for the cantrip to work properly but any feedback on this will be appreciated!
Wizards can use a staff as both a quarterstaff and an arcane focus, but they don’t get armor, can’t use shields, and get 💩 for weapon choices.
Druids can use a wooden staff as a Druidic focus, and a wooden staff is a type of staff so also counts as a quarterstaff. They can use light and armor, and shields though, but they still get 💩 for weapon choices.
Clerics (and Paladins) can use an emblem engraved on a shield as a holy symbol. So your idea really isn’t going to upset the game’s action economy or anything. However, a Cantrip that makes a weapon into a permanent holy symbol doesn’t seem quite right though. But honestly, that’s not really the biggest issue I see with this. I really just cannot see it being super popular. I mean, they could just use a shield with an emblem and use any weapon they can and it would still be about the same for them, without having to take this Cantrip over something else that either has more utility, or is more useful in combat. Perhaps if you drew a little inspiration from Shillelagh to help round it out. Something like this perhaps:

The weapon sheds bright light in a 15-foot radius and dim light for an additional 15 feet.
You can use your spellcasting ability instead of Strength for the attack and damage rolls whenever you make a melee attack using the weapon.
The spell ends if you cast it again, dismiss it as an action, or if you throw or let go of the weapon.
That just a first draft of a single idea, nothing polished or playtested.
This spell isn’t as good at creating light as the light spell, but that’s okay since you don’t want to make light useless. The duration is much shorter here, light it sheds is smaller than the light spell (but it’s identical to a torch), and the use is more limited compared to the light spell in terms of potential targets and the fact that it goes dark if you let go of the weapon.
This spell is slightly better than shillelagh in a few ways, but it doesn’t guarantee the d8 damage die.
This spell could be cast on a greater variety of weapons, and it doesn’t require any M components. (If you had components though, you wouldn’t need to turn a weapon into a focus. A Druid could cast shillelagh on their wooden staff though since a wooden staff is a type of staff, and any staff also counts as a quarterstaff, and a wooden staff already is a Druidic focus.)
This spell being a little better means it’s OP or anything, at least I don’t believe it does. I always thought that Shillelagh was a little lackluster to be honest. But I’m not a huge fan of Druids, never have been, so I might be wrong. 🤷♂️ Like I said, this was just a first draft of an impromptu idea.
