I am tweaking a feature to have fixed damage only rather than a dice roll and using the level override option to increase the damage later, but it does not appear to scale up in the character sheet. It displays the original value regardless of level.
I’m not entirely sure exactly what you mean, but the first thing to check is making sure you have the right number in the level field for the level override. After that, re-save the action, then re-save the feature, then re-save to whole homebrew using the main [SAVE CHANGES] button under Basic Information. Then wait 20 minutes, raid the test PC’s level by 1, refresh the page, lower the level agin, refresh the page again, then check.

I want the feature to display a custom action in the 'attack' section of the sheet, so I added a custom action. I want it to display a specific unmodified number so I set it to 'general' and input a value in the 'fixed value' box and nothing else other than the 'action' designation. I then use the 'level overide' in the 'action' to increase the fixed value at later levels.
What worked with dice rolls I don't think is working with a fixed value. I double checked something I know that had a similar idea, Path of the Storm Herald, and only snippets are used there, so maybe not implement to work that way?
I have been testing and I think you are correct. But if it’s only sposta be a specific range of fixed values it shouldn’t really need that to change because that’s for the button. Without any dice to roll, that button is unnecessary. And without setting “display as attack” to yes it wouldn’t display the button anyway unless that was customized on the character sheet. And if it doesn’t require an attack roll, nor a damage roll, it shouldn’t need to be sat to display it as an attack. That’s the t idea anyway.
So my questions are:

Sure. It is an action that has a damage component that I wanted to use the proficiency bonus and the only way I could think to do that was what I mention.
The action is dependent on an attack roll, but not an attack roll itself.
Honestly, it's just personal preference to have it displayed front and center. I agree that it does not NEED to be there, but sure would like it to be.
Though after thinking about it more, I eventually ended up with a damage model that I liked more that included using the die with the same number as the average to mimic the proficiency bonus.
