I want to change attunement rules for my Eberron campaign, so that PCs/creatures can attune to an amount of items equal to their proficiency bonus (i.e., a 2nd-level character can only attune to 2 magic items, at 5th-level they can attune to 3 items, 4 items at level 9, 5 at level 13, and max out with 6 items at level 17).
Is there a way to change the number of attunement slots in D&D Beyond? I know that you can create a feat to add attunement slots, but I want to know if I can just outright change the number of slots, so that beginning characters have fewer slots but higher level characters have access to more.

Nope. You cannot actually add slots either. You can “set” the number of slots above 3 to a maximum of 6, but that’s it.
