I love that we can use existing monsters as the base "chassis" for making our own - it's extremely helpful having a lot of the code/text in place to revise rather than recreate.
However, I've noticed the list of canon monsters available to use is not exhaustive, and from what I can tell, few, if any, of the NPCs in the various books are available to use.
What's the reasoning for not making them all available? Are there plans for expanding the list of monsters available to use as a base for homebrews?
I ran into this myself when trying to modify a named Hobgoblin Warlord to incorporate stat and ability modifications.
I made due by selecting a base Hobgoblin, and just one by one changing all the necessary fields to my own modifications and the standard Warlord traits.
Rather unnecessary in my opinion to go through all that because of a designed restriction. I hope the design staff can reevaluate why that decision was made.
That was the first time I'd tried to homebrew my modifications in, to have something less ephemeral than just what I keep in mind. Kinda turned me off to it though.

All content that you've unlocked should be available.
Can you give an example of a monster that is not showing, that is in content you have purchased on D&D Beyond?

Actually, upon checking this myself, I can only use monsters from the basic rules as templates (I have the legendary bundle).
Ah, I stand corrected - thanks for that!
Then the answer is that this is a design feature. Staff would have to answer as to the design reasons.
