I like the idea of it... it's a pretty cool concept that turns HP into more of a useable resource without completely unbalancing things. I think it's good that you designed it to only have a limited number of uses per long rest... a lot of homebrew concepts I've seen that allows the player to expend HP for casting/abilities risk being too exploitable since the player can often just heal themselves and essentially get endless uses of their abilities.
