Rage lists what it does and tracks how many times per day its been used, but it doesn’t actually increase the damage rolls while it’s on because there is no way to track on/off, only used/not used.
If you want to make something that works the way Rage works you need to make an Action with limited use data. But like I said, it won’t actually “do” anything, the player will still need to manually add the bonus while it’s “on” for themselves. Either that or they would need to add the bonus to their sheet by “customizing” their attacks, and then remember to undo it after the effect has ended.
If you want to trick it into doing something that could be turned on or off, then you would need to attach it to a magic item that could be “equipped”/unequipped” by the player. That could also carry the modifiers that can actually increase attack rolls too since it wouldn’t be an “always on” thing. As a magic item it cannot currently have an action attached to it, but it could have charges to track how many times its been used.

I would like to make a feat/activated ability that would be like "rage", instead of giving a bonus to DMG, would give bonus to To Hit.
