You use your highest of the two for damage, dex improves your AC, str improves your athletics. Unless you specifically want a str based monk, go with dex.
I look at strength based monks the same way I look at strength based rogues and rangers or dexterity based barbarians.
"Yes" is can work, but it's sub-optimal and it will take a lot more work to make it work. If you think you can fun with the concept great.
I personally like to have a +0 or +1 strength on a monk and training in athletics, but that's because if I'm playing a monk I want to be jumping and that requires spending skill points in Athletics and Acrobatics.

Nah, you can still be a good grappler with a negative strength. All you need is to take proficiency in Athletics. There are only 128 creature stat blocks that have Athletics proficiency, 41 that have Acrobatics, and some of those overlap with creatures having both. That's a relatively small amount of creatures that might be harder to grapple.
General statement: a Monk should never choose Strength over Dexterity as the primary ability score. Dexterity provides bonuses to too many critical statistics for a Monk to ever put any ability score higher than it. While Wisdom & Constitution are the obvious secondary/tertiary stats important to any Monk, even Charisma & Intelligence can still be more useful than Strength.
There are two things that Strength impacts that, for a Monk, Dexterity does not also do (and more): carrying capacity & Athletics. If you've been turned into a pack mule, something's wrong. If you absolutely must have a super high Athletics modifier for grappling all day every day... Gauntlets of Ogre Power are usually not that hard to acquire.

dex, no questions asked, other than flavor reasons.
If you are set on having strength you could be a tortle or loxodon.
Had a party member who was a monk with a 4 in dex, flavorful, but he had a 9 AC and asked the Dm if he could change his statistics.
