I have a theory about the nine rings; they're actually useless when you are living, the moment you die, their power kicks in, they anchor you to the living world and the world that they keep you from entirely entering is the world of the dead. They basically make it so that you are a forever servant of sauron and he will never lose your service.

Here's a thought... So if now the One is gone and the Nine remain, the Nazgul aren't under Sauron's control anymore. So now the Witch King can do whatever he likes, and he's nearly as powerful as Sauron.
But when the One ring was destroyed, the nazgul couldn't live in the mortal world. even partially.
