*Alaric, the entire point of the safe zone is that people can completely ignore villains or anything related to combat of they don't want to use the tavern for that. Not everyone wants to get involved with the various villains and this helps them to do so.
That's why it's a case of villains needing to build betrayals or emotional damage to get characters involved in their plotlines. Fighting a villain is a choice that not everyone wants to take part in.
I'm saying this because there was a (short) period where I wanted nothing to do with villains or encounters and the tavern rules meant that I could happily RP without being worried someone was going to spam Stephany's head into a table and pick a fight. The main purpose of the tavern is RP and the rules are there to help people do just that without needing to worry about combat or encounters.
EDIT: Don't throw people out of the tavern! Ask for consent and if they say yes, work something out between you. If they say no then leave it. They don't want to be a part of your villain's story, or at least, not in that way.*
(Alaric, feel free to start the encounter if you want. You will have the choice of NPC allies)
