On the outskirts of town, the contestants of the former Coliseum stumble on the, once magnificent, Magical Mystery Tour, the bare bones of Roondra's Shop. Recognizing it for what it is, contestants set aside their coin for a spin on the wheel...
coins roll down a narrow chute and fall into a deep pit below the remains of the old balloon... When the wheel slows to a stop, clacking into place on the winning peg, a single bronze medallion falls from the folds of faded fabric above. A small disc, like a coin, with a winking gnome's face on it. It's prize token, and it can be traded for a prize as one might trade a magic item they had won.
Searching the shack has revealed no sign of life...
Once every 24 hours (real-time) any contender from the arena may pay a fee based on their arena rank (level) to spin the wheel. Roll 1d20. On a 20 you win. You may take a prize token appropriate for your level. (See table below)
No character may carry a number of magic items or prize tokens equal to their level. (Excluding Common quality items and those which are temporarily magical, such as those under the effect of Magic Weapon). You also may not have more magic items or tokens of specific qualities than you are permitted by the table below. (Sorry if that was confusing feel free to ask if you have any questions.)

From the kitchen comes a loud clatter and Roondar, the brewer, groans, "Oh, no..."
A massive, colorful, patchwork balloon floats overhead, and a gnome girl leaps out. As she falls she calls out, "Introducing!" ... She reaches the end of an elastic rope, springs up, and falls again. "The Magical!" ... She springs up... "Mystery Tour!" She shouts as she drops a handful of leaflets that float down among the crowd.
(I've decided to create an opportunity to obtain additional magic items, with specific limits for the number of items of any rarity carried. If you currently carry more than your allotted Total, due to collection of Spell Scrolls, you may not gain tokens from Roondra's Magical Mystery Tour, or you may relieve yourselves of superfluous scrolls at any time should you win her prize.)
A wooden shack attached to a brightly colored lopsided balloon sits outside the arena where Roondra has landed. She stands inside by a white wheel with thin wedges painted in rainbow colors with the word "Winner!", printed within them in common. As the wheel spins, pegs on the perimeter pass an arrow producing a satisfying clacking sound.
Dreadwood pauses mid-stride to the outskirts, seeing perhaps the bare bones of Roondra's Shop. Even if such were not the case, recognizing it for what it is, he approaches, setting aside his losings for a spin on the wheel...
