Can you please explain to me how rogues hide works
For example we have a rogue in our party with +15 to stealth.
During a fight he hit with action , then run away and using bonus action wants to hide. What i understood is that he rolls stealth, and all enemies who see him roll perception check?
If his stealth value is higher they just dont see him?
If they dont see him, on their turn how they can attack him(simply with disadvantage)?
Or they need to roll wisdom(perception) again?
What are a conditions for rogye to be able to use hide action?
Also if rogue is hidden and kn his turn he wants to move 20 feet and attack do he have to roll again for stealth?
If someone can see you, you can't really hide from them. So usually the rogue will go behind some kind of cover like a wall or a rock or a tree, or else become invisible if that is an option. Then, yes. The rogue rolls stealth and if the stealth roll is higher than the perception of the people he is hiding from, then he is hidden. They may still know the rogue is there, but they don't see or hear the rogue and are not aware of what the rogue is up to until they either move to a place where they can see the rogue or unless they perceive the rogue, usually by taking the search action and rolling perception.
As for moving while hidden, that can be a little tricky. I'm not inclined to let a hidden rogue come out in the open while staying hidden, but there are things a rogue can do to attempt to move undetected.
If the rogue is unseen (and this includes being hidden) then the rogue attacks with advantage and the person attacking the unseen rogue does so with disadvantage.
The DM decides when circumstances are appropriate for hiding. When you try to hide, make a Dexterity (Stealth) check. Until you are discovered or you stop hiding, that check's total is contested by the Wisdom (Perception) check of any creature that actively searches for signs of your presence.
You can't hide from a creature that can see you clearly, and you give away your position if you make noise, such as shouting a warning or knocking over a vase. An invisible creature can always try to hide. Signs of its passage might still be noticed, and it does have to stay quiet.
In combat, most creatures stay alert for signs of danger all around, so if you come out of hiding and approach a creature, it usually sees you. However, under certain circumstances, the DM might allow you to stay hidden as you approach a creature that is distracted, allowing you to gain advantage on an attack roll before you are seen.
Passive Perception. When you hide, there's a chance someone will notice you even if they aren't searching. To determine whether such a creature notices you, the DM compares your Dexterity (Stealth) check with that creature's passive Wisdom (Perception) score, which equals 10 + the creature's Wisdom modifier, as well as any other bonuses or penalties. If the creature has advantage, add 5. For disadvantage, subtract 5. For example, if a 1st-level character (with a proficiency bonus of +2) has a Wisdom of 15 (a +2 modifier) and proficiency in Perception, he or she has a passive Wisdom (Perception) of 14.
What Can You See? One of the main factors in determining whether you can find a hidden creature or object is how well you can see in an area, which might be lightly or heavily obscured, as explained in chapter 8.
If other creatures can see the PC, that PC can't hide from them, even with a +15 to stealth.
You can't hide from a creature that can see you clearly, and you give away your position if you make noise.
As a rogue when you take a bonus action to Hide action via Cunning Action, you make a Dexterity (Stealth) check and record the total, which the DM compares with other creature's passive Wisdom (Perception) score if anyone is present. If you succeed, you become unseen and unheard as well as benefits described in Unseen Attackers and Targets.
Creatures on their turn can still take the Search action to make a Wisdom (Perception) check and discover you. You can also automatically be discovered if you or a creature move to a location where you can be seen.
With boots of elvenkind rogue always get advantage to stealth rolls, he always roll like 25-30
I dont know any crature whos passive perception is more than this values))
So basically if rogue go behind tree he can hide with bonus action, and as an action he can make ranged attack from there with advantage and sneak attack)?
But after reading even mlre questions arised for me))))
Still did not fully understand how to solve it.
Rogue with stealth+15 will always be hidden if there is tree or pillar.(object to hide behind)
If i am npc and i use action search and go behind that tree where rogue is hidden, do i have to roll smth, or i just see him?
If rogue used bonus action hide while being behind tree, he rolls stealth , compare that to passiive perception of npc. If my stealth is higher i am hidden and i can ranged attack with advantage and sneak attack.
And if 2 rogues are fighting and both are hidden, how they fight))?
If an NPC moves to a space where it can see you hiding behind a tree or pillar, you're automatically discovered and thus no longer hidden.
You can usually make ranged attack from an hiding place, applying advantage and Sneak Attack. If you have to move out of same hiding place say to make a melee attack, you'll be seen and not be hidden, thus attacking without advantage and Sneak Attack damage.
If 2 rogues are hidden from each other, it's a very odd scenario that will require DM ruling. I'd have each attacker select a space or square they think the other is and make attack with both advantage and disadvantage, thus being considered to have neither of them, and rolling only 1d20.
At it's core, being hidden requires being unseen and unheard. If you put yourself in a position to see or hear someone who is hidden, they are no longer hidden. If you can hear, but not see someone, they are not hidden, but they are still unseen, so you know where they are, but you will have disadvantage attacking them (if you are able to attack them at all) and you cannot cast spells upon them if those spells require you to see your target. If you put yourself in a position to see your target, they are no longer unseen, which means, you just treat them as normal.
As for what a hidden rogue can do and remain hidden, my rule of thumb is that I'll allow them to pop out from behind cover and take their shot and stay hidden until the attack roll happens. But if they want to move out from cover to get a better position, they are going to need to figure out a way to do it without letting the enemy see them. I don't allow stealth out in the open unless the environment or a particular feature makes it seem reasonable.

Just an aside, you're 13-16 level and they chose proficiency and expertise in stealth? Or are there other bonuses to stealth I'm forgetting about?

Yes it is correct+ with boots of elven kind
The Boots of Elvenkind grant advantage on Dexterity (Stealth) checks that rely on moving silently, not hiding.
It's the Cloak of Elvenkind that grant advantage on Dexterity (Stealth) checks made to hide.
