The Greater Zombie deals potentially up to 28 damage a turn (two attacks, 14 damage each), the Beholder Zombie deals either 0 damage (Fear / Paralysis ray) or at max 45 damage (disintegrate ray with failed safe).
The ray is picked randomly, so if the Beholder alternates between disintegrate and fear, the average damage is actually below the Greater Zombie, but only slightly (22.5).
The Beholder Zombie is imo a much more interesting monster, but mechanically it is roughly equal to the Greater Zombie.

Ok. I am having trouble understanding how this balances out...
How is a Greater Zombie a CR 5 monster?
Beholder Zombie is also CR 5 and it seems much more powerful...
Because CR sucks.

They have the same AC, nearly identical HP.
