So, how does one factor in the possibility of professionals like blacksmiths, tin smiths, sword smiths and otherwise labor intensive jobs not increase one's strength, constitution and wisdom around such tasks. These are jobs that are what many consider as artisans work.

Mastiffs can easily kill humans. A mastiff isn't just a dog, a mastiff is a 200+ pound dog used historically to hunt large game and for military applications. Even smaller breeds, like German Shepherds and Pit Bulls, frequently severely injure people. As someone who routinely works with large dogs, a mastiff deciding it wants you dead is a death sentence.
That's a pretty large amount of HP for a normal person. a level 1 fighter is designed to be heroic, not "slightly better than average". Remember this is an unarmed, untrained, inexperienced civilian that picked up a stick or a baseball bat. One good whack with a rock across the head is enough to kill a real life person 4/5 times. If you want an NPC that has more substance to them, then you need to justify that with training, equipment, and backstory, and if they have that, they're no longer just a commoner, they're another humanoid stat block, like a soldier, guard, or cultist.

A commoner is a socio-political class, not a race or background. These are meant to be normal people, not adventurers. So yes, you certainly can, choose the appropriate race and background.
This is by design. Adventurers are meant to be superior to normal people from level 1 onward in almost all respects. Remember these are heroes, not dudes.
AC accounts for both evasiveness and durability, so if you're referring to the AC of objects vs stat blocks that's why. However, I don't believe paper and cardboard are listed anywhere with standard ACs and HP per size. I'd imagine a cardboard cutout has an AC of 6 or lower and 1 hit point.
Grant them the racial features of their appropriate race and the background of the appropriate line of work. Apply ability score increases accordingly.
There are stat blocks for both Soldiers and Veterans.
I think its balanced. I mean, how many sword slashes/stabs can you survive? How many punches from a Warlock gifted by a demon god can you take? How many literal flaming hailstones falling from the sky can you tank? Yes I know a cat can delete a Commoner in a few slashes, but lets be real, the cat has to be pretty mad to the point it will chase after and attack you. And if you are cut enough by a cat, I do think you will die. Also, one "Claw" attack from a cat does not exactly mean that it only scratches you once. For all we know, it could mean 3 slashes.
I give my commoners the Guard or Bandit or Cultist stat block because I feel sorry for them and one of my friends is very impulsive and likes to just kill them. You should have seen the look on his face when the townsfolk didn't just fall over and die but kept fighting, eventually bringing him down to 2HP when he ran away. He was level 8 but every turn, 2 other townsfolk appeared. My other friend just ran away. Smart.
I have to say, YoungGreenDragon is right.
