well yes and no. it is the most intelligent of the mounts and is one of the more intelligent animals but it is an animal. which in d&d is usually 3 and below intel score unless its magical.
I believe as a general rule if INT is 5 or higher it has some form of speech ability. Please correct me if I'm wrong.

It was 4 or higher in old editions, and that seems to carry over in things like Animal Friendship and Detect Thoughts.

DC12 Strength save on the trampling charge to fall prone seems very low. The Mammoth save for the same attack is DC18

Yep. According to my maths and most DC rules (8 + proficiency bonus + relevant ability modifier, in this case Strength) the DC should be 16 ( 8 + 2 + 6), which makes being gored by an elephant more threatening then getting scratched by a leopard, DC-wise.
