Now as a GM I would rule that Small PCs like halflings and gnomes anatomically can't squeeze through the same narrow cracks that a Small sized rat or cockroach could (though a druid could easily wildshape into a suitable creature).
In the original adventure as published for 3.0e, the rats (which that edition calls "dire rats") are still Small, but the cracks in the citadel walls are described as "individually too small for any but Fine creatures to navigate", i.e. ants, cockroaches, maybe a very small mouse.
Obviously they needed to edit the text as "Fine" isn't a size category in 5e, but I wonder whether such a large change was intended.
