Multiattack. The veteran makes two longsword attacks. If it has a shortsword drawn, it can also make a shortsword attack.
Longsword. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 7 (1d8 + 3) slashing damage, or 8 (1d10 + 3) slashing damage if used with two hands.
Shortsword. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 6 (1d6 + 3) piercing damage.
Heavy Crossbow. Ranged Weapon Attack: +3 to hit, range 100/400 ft., one target. Hit: 6 (1d10 + 1) piercing damage.
Fire Breath (Recharge 5–6). The veteran exhales fire in a 15-foot cone. Each creature in that area must make a DC 15 Dexterity saving throw, taking 24 (7d6) fire damage on a failed save, or half as much damage on a successful one.
Remember, it doesn't have to be half-dragon half-humanoid. It could be half ogre, or beast, or anything else.
Why does it say "Medium Humanoid (Human)" instead of "Medium Humanoid (Half dragon)"? Is that an error?

Depending on the setting, there are two possibilities:
A) Magic ritual, often involving bathing in fresh dragon-blood or the intervention of a draconic deity.
B) A dragon having a good time with a mortal while (hopefully) shapechanged. In some settings, dragons can interbreed with nearly anything that short of a fire elemental.
Hm... What if you make a Tarrasque be a half dragon so it doesn't lack range anymore...

What exact tweaks are we talking? I do have a player that may be headed down this path
The skill proficiencies are 1 lower than they should be since the half dragon has a +3 proficiency bonus, not a +2, it's perception should be +3 and it's athletics should be +6, it's attack rolls should also be +6
Blindsight, Darkvision, and a stronger breath weapon.
