Mages spend their lives in the study and practice of magic. Good-aligned mages offer counsel to nobles and others in power, while evil mages dwell in isolated sites to perform unspeakable experiments without interference.
Extremely useful leader of a band of cultists and fanatics. If you need to make him escape the greater invisibility is priceless. In the desert you can change cold of cold for "Cone of Sand" and ice storm for "Sand Storm"" with the same rules but different descriptions. It worked like a charm.

This Mage is considered lvl 9 if they were a PC. So their cantrips hit a little harder and they have the same number of spell slots as a 9th lvl. Spell lvl works different. Spells only go up to 9th lvl.

The wand regains 1d6 + 1 expended Charges daily at dawn. If you expend the wand's last charge, roll a d20. On a 1, the wand crumbles into ashes and is destroyed
i didnt know if i should use this for an ally in my second campaign, it seemed just a bit too powerful. My players will start at level 5 so what do you think.
The mage is a level 9 spellcaster, and has access to level 5 spells. By comparison, your level 5 PCs will have level 3 spells. A mage ally like this might overshadow your characters a bit. It'd be like having Gandalf with the party, except none of your players get to be Gandalf, and Gandalf gets the cool moments doing the most damage to the cool enemies. If you think you can make it work, go for it, just be make sure your players feel like they are the heroic ones, not Gandalf's sidekicks.
If you want them to have a mage ally that's more of a support to them, I suggest a leveled down version of this as a 4th or 5th level spellcaster, i.e. only 3rd level spells and below and only about 23 hit points.

I'm thinking of using it for a oneshot as the bbeg, there would be up to 4 to 5 players level 3... the point is that, when he reaches a third of his life, the one the party is looking for appears, so it's not necessary to kill him... unless they choose to kill them both (the other one is a knight)

Several of these spells have a very good chance of immediately killing most of your party. You could get away with it if you fudged some damage rolls or skipped spells with areas of effect, but I think it's too strong.
What CR would this guy be with no 5th level stuff and only 1 4th level slot?

Is there a lower level option of this? Lets say 5th level caster instead of 9th. I'd like to include an elderly sorcerer npc into a low level one-shot. I guess i could always just make one.
I imagine someone has already replied to this but just in case, he is basically a 9th-level wizard/sorcerer, etc. He has access to only a certain level of spell slots, if you look at the Wizard Feature Table in their class description, you can see they only get one 5th level spell slot at 9th level, for instance, that's what that means.
